452 <br /> <br />American Council candidates have recently come in first so he does not feel that will be a <br />problem. He noted that the NAACP has endorsed an elected School Board. He said that <br />a recent candidate for the Albemarle County School Board said that it only cost $1000 to <br />run for the position, so he does not feel that will be a problem. Mr. Rossman expressed <br />disappointment with campaigns brought by democratic Council Members which he said <br />seem to distract voters. He said there is a gulf opening up between democrats and the <br />African American community. He expressed disappointment with the treatment of <br />parents by Councilors and for dismissive comments made about academics, and singled <br />out Mr. Lynch as condemning parents. He said he is looking forward to ending the <br />democratic party's paternalism. <br /> <br /> Ms. Katie Swenson, 411 North 1st Street, invited Councilors to the movie premier <br />of"Kilowatt Ours: a Plan to Re-Energize America" by filmmaker Jeff Barrie on <br />Wednesday. <br /> <br />CONSENT AGENDA <br /> <br />Mr. Lynch removed the zoning amendments from the consent agenda. <br /> <br /> Mr. Caravati removed the ordinance rezoning Monticello Road and Sonoma <br />Street from the consent agenda. <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Lynch, the following consent <br />agenda items were approved, with the minutes of October 13 and 17 amended by Mr. <br />Schilling. APPROPRIATION: $40,434 - Restorative Justice Grant (2nd reading) <br /> <br /> WHEREAS, the Virginia Department of Criminal Justice Services has awarded the <br />Byrne Grant in the amount of $30,326, with a required match of $10,108, for a total <br />award of $40,434, for the Central Virginia Restorative Justice Program housed at <br />OAR/Jefferson Area Community Corrections; and <br /> <br /> WHEREAS, the City of Charlottesville serves as the fiscal agent for this grant <br />program. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $40,434, received as a grant from the Virginia <br />Department of Criminal Justice Services, is hereby appropriated into account 1900051 in <br />the Grants Fund. <br /> <br />c. APPROPRIATION: $3,500 - Donation to Lewis and Clark Festival <br /> (2nd reading) <br /> <br />WHEREAS, the City of Charlottesville has received $3,500 from Albemarle County for <br />the Lewis and Clark Native American Festival and Educational Outreach Program. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that $3,500 from Albemarle County is hereby appropriated to <br />the Lewis and Clark Festival (3661001000). <br /> <br />d. APPROPRIATION: $100,000 - Weed and Seed Grant (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville Weed and Seed Network has been <br />awarded $100,000 from the U.S. Department of Justice - Office of Justice Programs via <br />the Community Capacity Development Office and Housing & Urban Development <br />offices for the funding period October 1, 2005 through September 30, 2006; and <br /> <br /> <br />
