463 <br /> <br /> Mr. Lynch said that when we deal with the Belmont Bridge improvements and the <br />possibility of closing the bridge completely during construction, and if we decide to have <br />a Mall crossing at 5th Street, we need to either deal with the Belmont Bridge first before <br />opening the crossing, or take steps to prevent the Mall crossing from becoming an arterial <br />street in place of the Belmont Bridge. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert said no funds are in the <br />current CIP for brick replacement, but funds will be proposed for next year. He said we <br />need a financing plan and a proposal for a share of the funding from private sources. <br /> <br /> Do construction documents and construct, along with University, streetscape <br />improvements on south side of West Main from 10th Street to Jefferson Park Avenue <br /> <br /> Mr. Lynch said we need to nail down the number of public parking spaces that <br />will be available in the new University parking garage. <br /> <br /> Mr. Schilling asked how many parking spaces will be available for the general <br />public in the University parking garage, now and in the future. <br /> <br /> Mr. Lynch said that regarding a parking strategy in general, we need to find out <br />how to partner with the state and federal governments to get parking structures in <br />conjunction with transit. He said we should try for matching funds and for the state's <br />50/50 match funds. <br /> <br /> Complete specifications and construction documents and implement streetscape <br />on north side of West Main from Ridge/Mclntire to 4th Street West <br /> <br /> Mr. Tolbert said that the University is ready to move to phase 2 of their <br />streetscape improvements. He recommended that we take advantage of new development <br />that is likely to occur in the near future in this area. <br /> <br />Dr. Brown said that makes sense. <br /> <br /> Mr. Lynch said it makes sense but it is a lower priority than other things such as <br />moving the statue. He said he thinks we need a clear plan for transit and parking. <br /> <br /> Mr. Caravati said he supports this recommendation and the previous <br />recommendation. <br /> <br /> Mr. Schilling said he would like to see the comparative construction cost of brick <br />versus concrete. He said he would vote no on this recommendation unless he gets that <br />information. <br /> <br /> Mr. Lynch said he thinks we can wait until the developer says he is willing to <br />move forward. He said he does not want to do the work speculatively. He said he would <br />like to see brick. <br /> <br /> Move the Lewis and Clark statue across Ridge/Mclntire to the South Street <br />intersection and create a small park surround it along with related bike/pedestrian <br />improvements in the intersection <br /> <br /> Mr. Caravati said he is unsure how this intersection would work. He said this <br />should involve a very public process. <br /> <br />Mr. Tolbert said we can get public feedback and then move forward. <br /> <br /> Develop funding proposals to complete the West Main and Downtown streetscape <br />and infrastructure improvements <br /> <br />Councilors agreed to this recommendation. <br /> <br /> <br />
