479 <br /> <br /> Mr. Tom Jones, a member of the Board of Directors for the Boys and Girls Club, <br />said they are in the midst of planning and fund raising for their new building. He said <br />Smith Center is located in an area of greatest need for after school programs. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Dr. Brown said he recently attended a Delta Dental and Boys and Girls Club <br />event, and efforts are being made to assure that kids go to the dental center. He said the <br />Boys and Girls Club is doing an outstanding job. <br /> <br /> Mr. Lynch said the Boys and Girls Club is serving the locational and age <br />demographic need, and is a great asset right next to the middle school. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the Resolution Renewing the <br />Lease for Smith Center with the Boys and Girls Club was approved by the following <br />vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: <br />None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the City Manager, or his designee, to sign the following <br />document, in form approved by the City Attorney: <br /> <br />Lease Agreement between the City of Charlottesville and the Boys & Girls Club <br />of Charlottesville/Albemarle, dated December 1, 2005, for lease of the property at <br />the Smith Recreation Center on Cherry Avenue <br /> <br />PRESENTATION: BUDGET GUIDELINES AND FINANCIAL TRENDS <br /> <br /> Ms. Leslie Beauregard, Budget Manager, said this is intended to be a very <br />preliminary budget discussion. She presented budget assumptions, financial forecasts for <br />2007 - 2011, proposed budget guidelines, and the proposed budget calendar. She noted <br />that the first quarterly report of the fiscal year has been sent to Council. <br /> <br /> Mr. Schilling said that in reviewing some historical information, there needs to be <br />some understanding of the reliability of financial forecasts. He noted that last year there <br />were significant differences within a three month time period. He said he is not sure why <br />things are moving so much in such a short period of time. He said the forecasts are likely <br />to be inaccurate. <br /> <br /> Mr. Lynch said that he would like to add a budget guideline of setting a target for <br />the real rate of real tax increase of no more than 6%, which is the amount the budget <br />grew last year. He said other revenues seem to be coming up this year, and he would like <br />to keep an overall budget increase of 6%. He said we will need to do something with <br />retirement and health care to hit that target. He said the cost of fuel will also be a big <br />cost. He also suggested that Council strongly consider changing the assessment method <br />for automobiles to use the trade in value. <br /> <br /> Mr. Caravati said we need to think about the regressive nature of changing the <br />valuation method. He said he is intrigued by the idea, but is worried about its regressive <br />nature. <br /> <br />Mr. Lynch said the cut off value could be changed. <br /> <br /> Ms. Rosalyn Collins from the Office of the Commissioner of Revenue, said that if <br />the value is less than $1,000 and if the owner qualifies for personal property tax relief, <br />they will pay nothing. <br /> <br /> Mr. Lynch said the cut off could be increased to $2,000 to make it a more <br />progressive tax. <br /> <br /> Mr. Lee Richards, Commissioner of Revenue, said that if Council wants to <br />change the valuation method it needs to be done prior to January 1st. <br /> <br /> <br />
