485

PUBLIC

Mr. Jeffrey Rossman said he regrets the fireworks earlier in the meeting. He said
Councilors should respect the Mayor's gavel. He said it is important that we have a
system of the rule of law and that it be followed. Responding to comments made by Ms.
Hamilton, he said the anxiety he saw today was from City democratic leaders who were
rallying their troops to come to the meeting tonight. He said that was a huge political
error. He said 80% of Council oppose the vote approved by 74%. He said it did not look
good to send the letter to the Justice Department the day of the public hearing. He said if
Council waits until January 2007 to request the Charter amendment there will only be
seven months before the School Board election. He said overwhelming support has been
expressed for electing School Board members by ward.

Ms. Tatiana Patton, representing the Rivanna Conservation Society, expressed
support for the storm water ordinance. She said she would like to see a little more
cooperation with the Soil and Water Conservation District. She said Charlottesville can
have a place at the table and the Conservation District could use Charlottesville's voice.

The meeting was adjourned.

President Clerk
