490

Ms. Hamilton asked for more information about Mr. Younger's comment about
Recreation Center hours.

Mr. Younger said the hours are driven by the budget and availability of staff.

Mr. Svetz said the design of the space also limits what you can do.

Ms. Hamilton asked for elaboration on the comment about the survey being out of
balance, and Mr. Svetz said that 78% of the respondents said they had visited a park, but
only 22% said they participated in a recreation program.

Mr. Lynch said that one thing citizens are looking for is passive recreation which
tends to be the least expensive. He said that in seeing maps of parks he noticed that the
Meadows neighborhood does not have a park, and suggested considering having
neighborhood open space on the lot where Council recently condemned a house.

Mr. Schilling said it appears that assumptions were extrapolated on a small
amount of data.

Mr. Younger said a much broader role was taken because of those numbers.

Responding to a question from Mr. Schilling about fees, Mr. Younger said that he
normally sees higher fees, with services to low incomes residents being provided by
charging to the other 80% of participants. He said more discussion needs to occur on this
issue.

Mr. Schilling commented on the higher than expected survey responses from
County residents, and Mr. Younger said there are a lot of County participants in City
parks and programs.

Mr. Svetz said the majority of facilities are located in the City.

Mr. Caravati said the City offers much more in the way of structured facilities.

Mr. Younger said there has been a lot of investment by the County in the last four
or five years.

Mr. Caravati said the County has invested very little in flat fields. Mr. Caravati
said he does not think the City can compete with other golf courses, but he said we can
enhance revenues. He said he hopes we can deal with these issues in a work session.

Dr. Brown agreed with having a work session. Regarding the surveys, he said
they were mailed randomly and there was a commonality of those who responded. He
said he has a little concern that users of youth programs were not included, many of
whom are low income. He said he considers some portion of the community under-
represented in the survey.

Mr. Lynch expressed concern that there did not seem to be a future for Meade
Pool, and asked if it would be possible to find another community partner to take it over.
He said the facility is well used and the site is large and accessible.

Ms. Hamilton said it would be useful to have some background on the pools.

Mr. Lynch said the YMCA is a potential partner, and asked if that conversation
has taken place with them.

Mr. Svetz said he thinks the YMCA is interested in some sort of partnership.

Mr. Caravati suggested having similar discussions with the Boys and Girls Club.

Mr. Svetz said staff has had discussions with the Boys and Girls Club and they are
interested.
