18 <br /> MEETING ON MAY 22, 1956, REGARDING A PETITION OF THE CITIZENS OF THE <br /> CHERRY AVENUE AND FORREST HILLS AVENUE SECTION. THE PETITION REQUESTED <br /> A CHANGE OF ZONE FROM AB TO A OF THE PROPERTY ON THE NORTHEikST AND <br /> SOUTHEAST CORNERS OF THE INTERSECTION OF CHERRY AVENUE WITH FORREST <br />REPORT RE: REZONING HILLS AVENUE. <br />ON CHERRY AVE. AT <br />FOREST HILLS AVE. THE COMMISSION VOTED UNANIMOUSLY TO REJECT THE PETITION FOR THE <br /> FOLLOWING REASONS: <br />1. THE ZONING WAS INCLUDED IN THE ORIGINAL ADOPTION OF THE <br />ZONING MAP AT THE REQUEST OF THE PROPERTY OWNERS. <br />2. THE PROPERTY WAS ZONED AB TO PROVIDE A CONVENIENCE TO <br />THE NEIGHBORHOOD AS NO OTHER COMMUNITY SERVICE IS <br />AVAILABLE NEARBY. <br />3. HILL, MR. MICHIE AND MR. WEINBERG. NOES: NONE. <br />ON MOTION BY MR. DAVIS, SECONDED BY MR. HILL, MR. EARL V. TRACKER, JR. WAS <br />MEMBER OF CITY SCR. <br />BD. ELECTED UNANIMOUSLY ELECTED AS A MEMBER OF THE CITY SCHOOL BOARD FROM THE FIRST WARD TO FILL <br />TWE UNEXPIRED TERM OF MRS. MARGARET MAUPIN, WHOSE TERM EXPIRES ON JUNE 3O, 1957. <br />ON MOTION BY MR. DAVIS, SECONDED BY MR. MICHIE, THE FOLLOWING RESOLUTION WAS <br />OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION: <br />BE IT RESOLVED BY THECOUNCIL OF THE CITY OF CHARLOTTESVILLE <br />RESOLUTION CARRIED OVER THAT $20,319.59 OR AS MUCH THEREOF AS MAY BE NECESSARY, BE AND <br />RE: APPROPRIATION FOR <br />UTILITIES IN SUBDIVISIONS THE SAME IS HEREBY APPROPRIATED FOR UTILITY LINES IN THE SUB- <br />DIVISIONS KNOWN AS: WESTVIEW TERRACE, LOCATED ON RIDGE STREET; <br />WOODLAWN, LOCATED WEST OF ROSE HILL DRIVE; AND IN THE KNIGHT <br />SUBDIVISION, LOCATED EAST OF PARK STREET. <br />A COMMUNICATION FROM MR. WILLIAM C. SMITH STATING THE CONDITIONS UNDER WHICH HE <br />WOULD LIKE TO DEVELOP A SMALL PARCEL OF LAND ON THE EAST END OF CHELSEA DRIVE, WAS <br />PRESENTED. MR. SMITH STATED THAT HE WAS WILLING TO GRADE AND CONSTRUCT CHELSEA DRIVE IN <br />ACCORDANCE WITH THE CITY'S REQUIREMENTS BUT THAT HE WAS ONLY WILLING TO CONSTRUCT A <br />SIDEWALK ON THE SOUTHERN PART OF THE ROAD IN FRONT OF HIS LOTS. THE CITY MANAGER <br />MATTER RE: DEVELOPMENT RECOMMENDED THAT MR. SMITH BE PERMITTED TO DEVELOP THtS PROPERTY AS OUTLINED DUE TO <br />OF PORTION OF CHELSEA <br />DRIVE - APPROVED BY THE FACT THAT NO HOUSES COULD FACE ON THE OTHER SIDE OF THE STREET AND THAT THE <br />COUNCIL <br />SIDEWALK WAS NOT AS NECESSARY AS IF HOUSES WERE TO FACE ON IT. THE CITY MANAGER ALSO <br />STATED THAT THE PLANNING COMMISSION HAD APPROVED MR. SMITH'S PROPOSAL. ON MOTION BY <br />MR. MICHIE, SECONDED SY MR. HILL, MR.
