7 <br /> Dr. Brown said he disagrees with the assertion that the design of roads dictates <br />how fast people drive. He said he thinks it does make a difference to lower the speed <br />limit. <br /> <br /> Mr. Brown noted that denying the ordinance will maintain the current speed limit. <br /> <br /> Ms. Hamilton said she is willing to take a comprehensive look at speed limits, but <br />she wants to do so in consultation with the Police. She said she is not comfortable with <br />piecemeal changes. <br /> <br /> Dr. Brown made a substitution motion to reduce the speed limit to 30 mph, and <br />Mr. Lynch seconded the motion. <br /> <br /> The substitute motion was denied by the following vote. Ayes: Dr. Brown and <br />Mr. Lynch. Noes: Mr. Caravati, Ms. Hamilton, Mr. Schilling. <br /> <br /> The motion to deny the proposed ordinance to reduce the speed limit on <br />Monticello Avenue was approved by the following vote. Ayes: Mr. Caravati, Ms. <br />Hamilton, Mr. Schilling. Noes: Dr. Brown and Mr. Lynch. <br /> <br />RESOLUTION <br />: SPECIAL PERMIT FOR EXPANSION OF ALUMNI HALL <br /> <br /> Mr. Caravati said the neighbors are concerned about the old site plan. <br /> <br /> Ms. Ashley Cooper, Planner in Neighborhood Development, said that there will <br />be a brick wall with additional screening. She said the change was made at the Planning <br />Commission meeting. She said a gate was also added. She said we depend on neighbors <br />to some extent to help with enforcement. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the Resolution Approving a <br />Special Permit for the Expansion of Alumni Hall was approved by the following vote. <br />Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />WHEREAS <br />, the Alumni Association of the University of Virginia (“Applicant”) <br />has requested an amendment to the special use permit previously granted by City Council <br />on March 17, 1980, with respect to property identified on City Tax Map 8 as Parcel 45 <br />(221 Emmet Street), consisting of approximately 3.28 acres (“Subject Property”), to <br />expand the private club facilities known as Alumni Hall by an addition to the existing <br />building (1,600 square feet addition); and <br /> <br />WHEREAS <br />, the subject parcel is zoned “R-1U” (Residential-University District), <br />where, pursuant to §34-420 of the City Code, private clubs are allowed by Special <br />Permit; and <br /> <br />WHEREAS <br /> , a joint public hearing on this application was held before the City <br />Council and Planning Commission on December 13, 2005, following notice to the public <br />and to adjacent property owners as required by law; and <br /> <br />WHEREAS <br />, on December 13, 2005, based on the information presented by <br />Neighborhood Development Services staff as well as by the Applicant, the Planning <br />Commission recommended that the application be approved subject to certain conditions; <br />and <br /> <br />WHEREAS <br />, this City Council finds and determines that granting an amendment <br />to the Special Use Permit would be consistent with City Code §34-420 and the criteria <br />generally applicable to special use permits under Chapter 34 of the City Code; now, <br />therefore, <br /> <br />BE IT RESOLVED <br /> by the Charlottesville City Council that the special use <br />permit granted on March 17, 1980 to the Alumni Association of the University of <br />Virginia, is hereby amended to allow an addition to the building at 221 Emmet Street <br />(Alumni Hall), subject to the following conditions: <br /> <br />
