He said he feels planting would help <br />improve the building. <br /> <br /> Ms. Long said that the proposal is to place a row of twenty magnolia trees along <br />the length of the building. <br /> <br /> Ms. Hamilton noted that there are significant maintenance issues with magnolias. <br /> <br /> Mr. Caravati noted that we have required screening on other rooftops in the area, <br />and he made a motion to approve the resolution as written. <br /> <br /> Ms. Hamilton said people do not seem bothered by the dishes. <br /> <br /> Mr. Lynch said certain neighbors have raised complaints. He suggested that the <br />matter be deferred, and asked that the applicant come back with a less expensive proposal <br />that would provide more variation on the site. <br /> <br /> Mr. Schilling asked that the applicant comment on the suggestion to defer. <br /> <br /> Ms. Long said the applicant is under a bit of a time constraint. She noted that the <br />Planning Commission was originally scheduled to hear the matter in November, then in <br />December, and it was again deferred until January. She said the applicant is anxious to <br />get the new programming on the air. <br /> <br /> Mr. Roger Burcham, General Manager of Gray Television, said that there is a <br />sense of urgency as the fee for the new programming is already being paid. He said an <br />attempt was made to meet the conditions, but there was concern as expenses continued to <br />mount. <br /> <br /> Mr. Schilling asked if the applicant would prefer that Council go forward with the <br />plan or take more time to work something out. <br /> <br /> Ms. Long said that a third option would be for Council to give its general <br />approval, and authorize staff to approve a plan that would break up the façade and would <br />provide visual appeal at less expense. <br /> <br /> Mr. Brown noted that this type of landscaping decision is frequently left to staff. <br /> <br /> Mr. Caravati withdrew his motion. <br /> <br /> Mr. Lynch made a motion to approve the special use permit subject to the three <br />conditions, with the condition regarding screening replaced by the condition that the <br />applicant either install the landscaping plan as presented, or one submitted to and <br />approved by staff for aesthetic screening. <br /> <br /> Mr. Tolbert suggesting make the condition based on the minimum standard for S- <br />2 buffer. <br /> <br /> Mr. Lynch agreed to substitute this language for the condition. <br /> <br /> Mr. Caravati seconded the motion, and asked that Council be informed two days <br />prior to staff signing off on a plan. <br /> <br /> Mr. Lynch added that the special permit would also be conditional upon <br />completion of the landscaping in three months. <br /> <br /> The Resolution Approving a Special Use Permit for a Satellite Dish on the Ix <br />Building, as amended to make the screening subject to a S-2 buffer minimum standard, <br />conditional upon completion in three month, was approved by the following vote. Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br /> <br />
