<br /> 37 <br /> <br /> Mr. O’Connell explained that this appropriation is the final payment by the <br />County for their share of the Juvenile and Domestic Relations Court renovations. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Ms. Hamilton, seconded by Dr. Brown, the $3,455,376 <br />appropriation of Albemarle County Share of Juvenile and Domestic Relations Court <br />Renovations was offered and carried over to the next meeting for consideration. <br /> <br />REPORT <br />: CITY MANAGER’S WORK PLAN <br /> <br /> Mr. O’Connell said that this document formalizes the Work Plan which includes <br />major initiatives staff is implementing on behalf of Council. The major categories, which <br />reflect Council’s priorities, are: Land Use, Urban Design, Transit, Transportation; <br />Education and the Economy; “Greenfrastructure” – Environmental Sustainability; <br />Affordable/Diverse Housing; Public Safety (Police, Fire, Emergency Services); <br />Culture/Arts (Parks, Recreation, Cultural, Historic Resources); Regional Issues (County, <br />U. Va. , etc.); Infrastructure (Public Building, Facilities, CIP); and World Class <br />Government (Good Governance). Mr. O’Connell highlighted major projects in each <br />category. He said he is seeking guidance and ultimate approval of the Work Plan by <br />Council. <br /> <br /> Mr. Caravati made the following suggestions in category 1: negative impacts <br />need to be specifically acknowledged for the Pavilion, such as noise; staff should look at <br />how we implement the neighborhood planning process; and staff needs to look at the <br />issue of whether the entire City will ultimately become an historic district. <br /> <br /> In category 1, Ms. Hamilton said she has questions about the prioritization of <br />West Main Street and downtown mall improvements, and she thinks it needs more <br />discussion. <br /> <br /> Mr. O’Connell asked if the budget process is the place to bring this issue back, <br />and Ms. Hamilton said yes. <br /> <br />rd <br /> Ms. Hamilton said that she thinks the 3 Street lighting is a high priority safety <br />issue. <br /> <br /> In category 2, Mr. Caravati said the City Market relocation and Water Street RFP <br />language seems contradictory. <br /> <br /> Mr. O’Connell said that the City Market relocation will occur before an RFP is <br />released for the lot. <br /> <br /> In category 4, Ms. Hamilton said language is absent about improving coordination <br />and cooperation with Charlottesville Redevelopment and Housing Authority. She said <br />CRHA is forging different relationships at the State level as well and she would like to <br />see that in the plan. <br /> <br /> In category 7, Ms. Hamilton suggested adding language about cross jurisdictional <br />cooperation helping with affordable housing. <br /> <br /> In category 9, Ms. Hamilton referred to comments made by Ms. Roberts, and said <br />retiree benefit issues need attention and she feels that should be reflected in the plan. She <br />said she would like to see us be proactive. <br /> <br /> Mr. O’Connell noted that the Retirement Commission is looking at options. <br /> <br /> Mr. Caravati said that he thinks an expenditure trend analysis is needed for the <br />upcoming budget. <br /> <br /> <br />
