<br /> 44 <br />campaign. <br /> <br />Mr. Pat Mullaney, Director of Albemarle County Parks and Recreation, said that <br />the Board of Supervisors is committed to partnerships and has committed $2 million for <br />the YMCA’s project at Piedmont Virginia Community College. <br /> <br /> Mr. Bob Vanderspiegel, President of the YMCA, said that they have raised $4.5 <br />million for a 50,000 square foot facility which will be located at PVCC. He said they are <br />flexible about partnering with other groups. He said it will take more than one facility to <br />serve the community. He said McIntire Park would be a good location for another <br />facility. <br /> <br />Mr. Lynch asked if the Boys and Girls Club is doing weekend programs, and Mr. <br />Sinatra said not on a consistent basis, just for small groups and on special days. <br /> <br />Mr. Caravati asked when Albemarle County will get into the lighted field <br />business. <br /> <br /> Mr. Mullaney reviewed the number of lighted facilities in the County and the <br />number of City residents that use County facilities. <br /> <br />Mr. Lynch said the City and County should work together on the bike and <br />pedestrian trails which are starting to take shape. <br /> <br />Mr. Svetz reviewed the following decision points: 1) Reallocation of $1.85 <br />Mr. Lynch said it would be easier to support 1b if staff could give examples of <br />million in existing capital funds from McIntire Park ($1.07 million), Crow Pool <br />($180,000), Smith Pool ($170,000) and Meade Pool ($430,000); 1a) Reallocation of <br />$500,000 for the partial upgrade of existing system wide park maintenance issues; 1b) <br />Reallocation of $350,000 for new trail development and implementation; 1c) <br />Reallocation of $800,000 for renovations of Forest Hills and Meade Parks; and 1d) <br />Continue to carry a balance of $200,000 in McIntire Park Fund. <br /> <br />Mr. Lynch said it would be easier to support 1b if staff could give examples of <br />what they would go after regarding SAFTEA-LU grants. <br /> <br />Mr. Lynch said 1a is good but it makes sense to do it in conjunction with <br />programming decisions and looking at other community partners. He said we are <br />unlikely to be able to do anything in McIntire Park until 2009. <br /> <br />Ms. Hamilton asked if Councilors are supportive of reallocating the funds. <br /> <br />Mr. Schilling said yes, but more detail is necessary and we should look at what <br />needs to be done now. <br /> <br />Mr. Caravati said he is sold on the $500,000, but not on the rest of it. <br /> <br />Ms. Hamilton said there are great needs at Forest Hills Park that she would <br />support addressing. <br /> <br />Mr. Lynch said he thinks 1a can be pared down. <br /> <br /> Dr. Brown said he is hearing from Councilors that the concept of 1a is okay, but <br />more detail is needed. <br /> <br />Mr. Schilling said it would be helpful to have an understanding of how resources <br />would be freed up. <br /> <br />Regarding 1b, Mr. Schilling asked if these funds could be used as a match to <br />leverage grant funds, and Mr. Younger said yes. <br /> <br /> <br />
