<br /> 66 <br /> Mr. Lynch said he thinks this is one of the better PUD proposals he has seen and <br />he thanked the applicant. <br /> <br />PUBLIC <br /> <br /> Mr. Jim Moore, Hazel Street, said he has anecdotal information about the PVCC <br />enrollment. He said there is a growing economic achievement gap that seems to be <br />getting worse, though he acknowledged it is more of a state and federal issue. He said <br />the current tuition levels are difficult for his employees to pay. <br /> <br />OTHER BUSINESS <br /> <br /> Dr. Brown said he was pleased that some University of Virginia students have <br />chosen to spend their spring break volunteering at Abundant Life Ministries. <br /> <br /> Ms. Hamilton said she received very encouraging reports from staff about the <br />gang and truancy grants, though she said parents were not as thrilled with the first <br />workshop on gangs. <br /> <br /> Mr. Caravati, member of the Retirement Commission, said that the Commission <br />has been looking at the way the City administers retirements, especially health insurance, <br />for the past two months. He said this is something that has to be done because it is a <br />major cost driver. He said that stability is key and said that there have been rumors about <br />what is going to happen. He said that any changes will happen over a long period of time <br />and employees will be involved. He said any changes may take a year. <br /> Mr. Caravati complemented staff on CityLink, noting that something that used to <br />take him a long time to do now only takes minutes. Mr. Caravati asked that the City <br />Manager comment about how the payment for City Link is made on the gas bills, noting <br />that 30% of the cost is paid by County gas users. <br /> <br /> Mr. O’Connell said that most of the cost for CityLink is in the gas budget and is <br />3.7% of customers’ gas bill. He said that a rate report will be going to County in May. <br /> <br /> Mr. Lynch, a member of the Workforce Development Board, gave Council a <br />heads up that the One Stop program is being redone and it looks like it will result in a <br />request for funding from localities to get up and running. He said the program is getting <br />good outcomes for clients. He said the challenge is how to get more City residents in the <br />program and how to get the Virginia Employment Commission to participate more. <br /> <br /> Mr. O’Connell said $15,000 is included in the budget for this program. <br /> <br /> Mr. O’Connell presented information related to the proposed 4% salary increase. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) to meet in <br />closed session for the discussion and consideration of prospective candidates for <br />appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of <br />the Virginia Code. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling.
