<br /> 72 <br />Mr. Lynch said he thinks the amount in the program needs to be doubled. <br /> <br />Dr. Brown said he does not think we need a work session. He said he would <br />prefer to keep the amount where it is and if it is a success we could increase it. He said <br />we need to get a sense of whether this is something Council wants to put money aside for <br />and work out the details later. Dr. Brown said this addresses a critical need. He said he <br />wants to make sure it is a success and does not overwhelm staff the first year. <br /> <br />Mr. O’Connell said other increases in the budget include a zoning administrator, <br />funds for a fire truck, and an additional trash pickup on the downtown mall. <br /> <br />Mr. Schilling asked whose trash is being picked up and who is paying for it. <br /> <br />Mr. Aubrey Watts, Chief Financial Officer, said the pickup is for businesses and <br />they are paying for it with stickers. He said we had a problem with garbage being <br />stacked up at night and this has helped relieve the situation. <br /> <br />Mr. Schilling asked if there is anyway we could let them go to a commercial <br />service for this. <br /> <br />Ms. Judy Mueller, Director of Public Works, said Waste Management was <br />approached by staff, but their cost was three times our cost. <br /> <br />Mr. Schilling said that the rest of the community is subsidizing this since the <br />stickers do not cover the cost. He said he is not sure this is the way to do it, though it is <br />good for downtown. <br /> <br />Ms. Mueller said she does not know how to charge separately for the service. <br /> <br />Dr. Brown said he does not want them to leave their trash out. He said the <br />incentive is do we want to have businesses look nice. <br /> <br />Mr. Schilling said anyone who wants to have more trash pickups at home cannot <br />get it. <br /> <br />Mr. Lynch said we are getting more meals tax, etc. from them and we do not have <br />to provide services such as schools. He said he thinks it is reasonable for the mall. <br /> <br />Mr. Lynch asked if we still have four people in the Police Department writing <br />tickets, and if we would profit from bumping up the number of people. <br /> <br />Chief Longo said there are currently two people writing tickets and they are trying <br />to fill the other two positions. <br /> <br />Mr. Schilling asked if traffic enforcement was cut, and Chief Longo said yes, but <br />not those who write parking tickets. <br /> <br />Mr. Schilling asked about the impact of the loss of that position. <br /> <br />Chief Longo said this function is also done by Patrol. He said it will be difficult <br />to evaluate the impact, but he will try. <br /> <br />Mr. Lynch said he would like to get the number of positions up to five. <br /> <br />Mr. O’Connell said that was tried in the past, but it did not work. <br /> <br />Chief Longo suggested waiting and seeing how it works using part-time positions. <br /> <br />Ivy Landfill <br /> <br /> Mr. Lynch asked if this is a one-time cost, but Mr. O’Connell said it will be <br />ongoing and more each year. <br /> <br />
