Minutes of March 6 <br /> <br />nd <br />APPROPRIATION <br />b. : $41,784 – Justice Assistance Grant (2 reading) <br /> <br />WHEREAS <br />, the City of Charlottesville ahs received the U.S. Department of <br />Justice 2006 Byrne Memorial Justice Assistance Grant (JAG) in the amount of $41,784 to <br />be used for the purchase of approved law enforcement equipment. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that the sum of $41,784 received as a grant from the U. S. <br />Department of Justice is hereby appropriated to Fund 211, Internal Order #19000061 in <br />the Grants Fund. He noted that properties are required to be valued at market <br />value. He said the proposal in the budget is to reduce the tax rate from $1.05 to $1.03. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Bettie Amiss, 1501 Chesapeake Street, said she is thankful for the reduction <br />to $1.03. She asked that Council look at the formula for eligibility in the tax relief <br />program and reword it to make the threshold asset total value more equitable. <br /> <br /> Mr. Jim Moore, 1213 Hazel Street, proposed an improved tax assessment notice <br />that would include resulting taxes. He said he has previously proposed this and asked <br />Council to check on the status of the request. He said the use of the term “effective tax <br />rate” included in the published notice confuses people and said it should be described in <br />terms of increasing taxes. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, referring to the change in assessments for <br />personal property tax, said that Mr. Schilling discussed and there was agreement about <br />shifting the new revenues from the real to the property taxes. He said it appears Council <br />is maintaining the agreed upon baseline. <br /> <br /> <br />
