<br /> 80 <br /> <br /> Mr. Caravati said that citizens have a duty to help with the budget, and he will not <br />abrogate that responsibility to the City Manager. He said he will try to find ways to cut <br />and not hurt the future. He said his goal is to cut five cents or more. He said Council <br />needs to make a policy decision and not have someone do it for us, and should deliberate <br />in the public with full transparency. He said we should try to lessen the pain of tax <br />increases. He said the State and Federal governments are backing away from funding <br />mandated services. <br /> <br /> Mr. Lynch said that four years ago the City did not support Mountainside, but <br />when State grants were cut JABA came to the City for one time funds. He said it is a <br />dilemma we find ourselves in. He said every decision like that has a long-term cost. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: LEASE OF PROPERTY TO RESCUE SQUAD <br /> <br /> Mr. Brown explained that the Rescue Squad has requested a lease on 3,600 square <br />feet of property adjacent to their current facility which has been leased from the City <br />since 1963 in order to construct a garage to house vehicles. He said the proposed lease is <br />for five years, with the City retaining the right to terminate the lease with 120 days <br />notice. He said this site may be affected by the Meadowcreek Parkway interchange. He <br />said no additional compensation from the City is required if the lease is terminated. He <br />said no rent is proposed for the lease. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Dayton Haugh, representing the Rescue Squad, said that vehicles that are now <br />sitting outside need to be housed in a garage. He said the building is designed to be <br />moved if they are displaced from this location. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Caravati made a motion to approve the lease, and Mr. Lynch seconded the <br />motion. <br /> <br /> Dr. Brown said this is a major entrance to the City and asked if the City has any <br />design control. <br /> <br /> Mr. Brown said it is a designated entrance corridor and as such is subject to <br />review and all zoning requirements. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Haugh said construction will start <br />as soon as the site plan is approved. <br /> <br /> Mr. Lynch said it is of great value to the City to have the Rescue Squad in this <br />location. He said it is important to talk about in the context of the proposed interchange, <br />and said some options for the interchange accommodate the Rescue Squad remaining in <br />that location. He said he does not think anyone on Council is trying to push the Rescue <br />Squad out of that location. <br /> <br /> The Resolution Authorizing the Lease of Property to the Rescue Squad was <br />approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. <br />Lynch, Mr. Schilling. Noes: None. <br /> <br /> WHEREAS, <br />the Charlottesville-Albemarle Rescue Squad seeks a lease of City-owned <br />property, in order to establish a garage for its vehicles and equipment; and <br /> <br /> WHEREAS <br />, the proposed lease is the subject of a public hearing conducted on March <br />20, 2006, in accordance with the requirements of Virginia Code §15.2-1800(B); and <br /> <br /> WHEREAS <br />, this Council desires to enter into the proposed lease under the terms and <br />conditions set forth therein; <br /> <br /> <br /> <br />
