120 <br />APPROVAL OF MINUTES <br />: MARCH 9 <br /> <br />th <br /> Mr. Schilling said a correction to the minutes of March 9 was sent out and he <br />made a motion to amend the minutes. <br /> <br /> Ms. Hamilton seconded the motion. <br /> <br /> Mr. Lynch said he recalls the e-mail, but he does not recall the exchange at the <br />meeting. <br /> <br /> Ms. Hamilton said she recalls it. <br /> <br /> Dr. Brown said he does not recall the exchange and does not see it reflected in the <br />notes of the meeting. <br /> <br /> Mr. Schilling thanked Ms. Hamilton for saying she recalls the exchange. He said <br />he trusts we take each other at our word. <br /> <br /> Ms. Hamilton said she does not remember the wording, but recalls the discussion. <br />She said she will take Mr. Schilling’s word for the rest of it. <br /> <br /> Mr. Lynch said he does not recall it, but does not take exception to it. <br /> <br /> Mr. Caravati said he will abstain as he was not present at the meeting. <br /> <br />th <br /> The minutes of March 9, as amended by Mr. Schilling, were approved by the <br />following vote. Ayes: Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: Dr. Brown. <br />Abstaining: Mr. Caravati. <br /> <br />RESOLUTION <br />: SPECIAL PERMIT AMENDMENT FOR MARTHA JEFFERSON <br />NURSING HOME <br /> <br /> Mr. Caravati said he thinks the burden of low income clients should be spread <br />across the City, and while he will support the resolution, he is sorry that low income <br />clients are not included at this facility and that his questions were not answered. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the Resolution Approving <br />the Special Permit Amendment for Martha Jefferson Nursing Home was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None. <br /> <br />PUBLIC <br /> <br /> Mr. Tom Bernier, representing Martha Jefferson Nursing Home, responding to <br />comments made by Mr. Caravati about their special use permit amendment, said that he <br />was not asked any questions at the Planning Commission meeting to which he could <br />respond. <br /> <br /> Ms. Tammy Londeree expressed concern that in watching Council there is a lot of <br />subjectivity aimed at each other. She said people should be accountable for what they <br />say. She noted that one person’s comments earlier in the meeting were made to <br />embarrass a Councilor. She said the comments made by a Councilor about “play money” <br />were not attributed. She said we should remember how we want to be treated. She said <br />she is asking for common decency and integrity. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati said that we have formal sister city relationships with Poggio a <br />Caiano, Italy and Long Beach, Washington. He said he is working on establishing a <br />relationship with Besancon, France, the City Manager is working on a relationship with a <br />community in Bulgaria, and there is talk of exploring a relationship with Ghana. He said <br />that citizens are behind these types of relationships. He said he proposes, and will follow <br /> <br />
