Mr. Schilling said he would like to see a listing of everybody who has paid a fee. In the absence of a clear policy he said he cannot support this request. He said he does not think it is fair to others. Dr. Brown said he thinks a compelling case has been made for waiving the fees and he would rather grant the request than make them wait a year for a policy. Mr. Caravati asked for information on the vote for waiving fees for the Dogwood th Festival and 4 of July fireworks for the last four years. Council waived the fees and agreed to additional tables for the Earth Day Festival by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. Mr. Brown said that legal fees were incurred by a City employee who was acquitted of charges made, and the City is allowed by law to pay the legal fees if desired. On motion by Mr. Lynch, seconded by Mr. Schilling, the legal fees for a City employee were approved to be paid by the City by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. Mr. O’Connell said that absent a State budget, staff is moving forward with the approved budget, but there could be implications once a State budget is finally approved. Mr. O’Connell said staff is looking at the impact on this year’s budget of the six cent rate reduction, and he will be back to Council with a report.
