NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE
HELD ON Friday, April 21, 2006 AT 12:00 noon IN THE Charlottesville High School
Media Center.

THE PROPOSED AGENDA IS AS FOLLOWS:

Luncheon Meeting with School Board

BY ORDER OF THE MAYOR BY Jeanne Cox

CHARLOTTESVILLE HIGH SCHOOL MEDIA CENTER – April 21, 2006

Council met in special session on this date with the following members present:
Dr. Brown, Mr. Caravati, Mr. Lynch. Absent: Ms. Hamilton and Mr. Schilling.

Ms. Julie Gronlund, Chair of the School Board, said the discussion today will
focus on Charlottesville High School and strategies for addressing the achievement gap.

Mr. Kenneth Leatherwood, Principal of CHS, introduced two of the teachers that
work with the Freshman Academy Team, a program for students who may be at risk,
with the ultimate goal of having the students graduate from high school. Mr.
Leatherwood said there are currently 276 students in the senior class and 20 of those
students have SOL related issues. Mr. Leatherwood said a concentrated effort is being
made to let students know the importance of SOLs.

Mr. Lynch said he has heard anecdotal information about the guidance counseling
process and the fact that they help college bound students or encourage students to go to
college. He said other students do not see college as a realistic opportunity, and he asked
what is being done for those students, and what is being done to give them real incentives
for why they should get through high school.

Mr. Leatherwood said that counselors meet with all students and there is also a
career counselor that meets with students. He said seniors are also required to write a
work portfolio.

Ms. Peggy Van Yahres, School Board member, said that the number of students at
CATEC has almost doubled, and they are running out of room. She said the School
Board is talking about that issue now.

Mr. Josh Walton, Freshman Academy Coordinator, and Mr. Chad Prather,
Freshman Academy teacher, discussed the Academy. Mr. Walton said the challenge is
how to support students without being too hard on them. He said 70 students are in the
program and there are five teachers in all the core subject areas.

Mr. Lynch asked how they deal with students who will not go to college to make
learning relevant to them.

Mr. Prather said that curriculum development is critical, and learning has to be
made relevant to who the students are.

Mr. Ned Michie, School Board member, said he would like to see a list developed
of why it is important to graduate so it could be incorporated repeatedly into the
curriculum.

The meeting was adjourned.

______________________________ ____________________________
President Clerk
