6 <br /> Mr. Caravati encouraged Councilors to vote no on the amendment. He agreed <br />with Mr. O’Connell that we should not sacrifice safety for cost. He said he has faith in <br />staff to come forward with something efficient. <br /> <br /> Mr. Lynch withdrew his motion as he said Councilors have made persuasive <br />arguments. <br /> <br /> Mr. Schilling made a motion to defer the appropriation until Council receives a <br />report from staff, and Mr. Lynch seconded the motion. <br /> <br /> Mr. O’Connell noted that a bidding process must be followed. He said if we <br />cannot find appropriate used vehicles we will have to go with new ones. <br /> <br /> Dr. Brown expressed concern about Council getting in the business of deciding on <br />the purchase of all vehicles. He said he would prefer to have a report after the fact. <br /> <br /> Mr. Schilling said he feels Council should give policy direction such as this <br />wherever appropriate. <br /> <br /> Mr. Caravati said it is clear that used vehicles are purchased in other departments. <br />He said we should let staff do their job and come back with a report. <br /> <br /> Dr. Brown said staff should be directed to take into account looking at used <br />vehicles, safety and fuel efficiency. <br /> <br /> The motion to defer the appropriation was defeated by the following vote. Ayes: <br />Mr. Lynch and Mr. Schilling. Noes: Dr. Brown, Mr. Caravati, Ms. Hamilton. <br /> <br /> The appropriation of $81,569 for Community Attention Vehicles, which was <br />th <br />offered at the April 17 meeting, was approved by the following vote, with staff to take <br />into consideration comments made by Councilors. Ayes: Dr. Brown, Mr. Caravati, Ms. <br />Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br />WHEREAS <br />, Community Attention needs to replace four vehicles that are ten <br />years old and pose safety concerns to those who need to use them; and <br /> <br />WHEREAS <br />, there are sufficient funds in the Community Attention <br />Unappropriated Fund Balance to purchase these vehicles. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia that a total of $81,569 is hereby approved to be used from <br />Community Attention Unappropriated Fund Balance (Fund 213) for the replacement of <br />four vehicles into the following expenditure account: <br /> <br />Cost Center: 3411001000 <br />G/L Account: 540210 <br /> <br />PUBLIC <br /> <br /> Ms. Tatiana Patton, 2209 Jefferson Park Avenue, said that the State has taken <br />funds away from wastewater issues to fund transit. <br /> <br /> Ms. Colette Hall said she has a front loading washing machine and it has saved <br />one third of the amount of water she previously used. She said Council should continue <br />conservation efforts and should not wait until a crisis. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O’Connell presented Council with a listing of tracking issues. <br /> <br /> Mr. O’Connell said that Council will hold a work session to establish criteria for <br />th <br />the affordable housing program on May 11. <br /> <br />
