8 <br /> <br /> Mr. Schilling said he tries to look at fairness when reviewing appeals and the <br />standards placed on the applicant. He questioned why recycling of the design is bad as it <br />could bring us reduced cost. He said there is a precedent for recycled building design in <br />Charlottesville Schools. He said he finds it troubling that the staff remarks were more <br />about the spirit than the letter of the law and his concern is how to deal with that as he <br />does not think it is fair to the applicant. He said the law should be changed to more <br />reflect the spirit, but there is no basis now for someone to understand what they are <br />supposed to do. He said he would like to see us go forward and look at the proposal de <br />nova. He said it does not seem that it does not fit and he sees no reason to stand in the <br />way. He said given the criteria given to the applicant and the City Code, he does not see <br />that we have a choice other than to go forward with the proposal. <br /> <br /> Mr. Lynch said if there is a sentiment on Council to approve the project, what <br />changes would Council want to see. <br /> <br /> Mr. Caravati made a motion to approve the design as submitted to the BAR, on <br />the condition that the landscaping plan be furthered developed and approved by staff. <br /> <br /> Ms. Hamilton seconded the motion. She said she does not want to design the <br />building. <br /> <br /> Mr. Lynch said he would like to offer a friendly amendment, that new renditions <br />align the architectural element over the parking. He said he thinks the roofline shown in <br />“2a” is better. He said he thinks there is a safety issue with the two blank windows on <br />th <br />14 Street and thinks some type of opening would also help break up the design. <br /> <br /> Mr. Caravati said he accepts Mr. Lynch’s comments as ideas for the applicant, but <br />not as part of the motion. <br /> <br /> Mr. Brown clarified that the landscaping design will go back to staff, and Mr. <br />Caravati said yes, but the BAR Chair could also be involved. <br /> <br /> The certificate of appropriateness for the Sadler Court, with the requirement for <br />further development of the landscaping plan be approved by City staff, was approved by <br />the following vote. Absent: Dr. Brown. <br /> <br />REPORT <br />: WATER CONSERVATION <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that the software model to <br />gauge water availability will be run every two weeks. She said a meeting is being set up <br />with commercial businesses that are most impacted during a drought to get their ideas for <br />ways to conserve water without a major economic impact. She said staff will come back <br />to Council with recommendations for restrictions. <br /> <br /> Responding to a question from Ms. Hamilton, Ms. Mueller said that the Health <br />Department is not in favor of the use of grey water, but will consider it on a case by base <br />basis. She said citizens can use grey water on an individual basis. <br /> <br />REPORT <br />: COMMUNITY FORUM ON ACHIEVEMENT GAP <br /> <br /> Dr. Alvin Edwards, Pastor of Mt. Zion Baptist Church, 614 Beechwood Drive, <br />thanked participants in the community forms on the achievement gap in the <br />Charlottesville Schools. He reviewed the highlights and findings of the forums. <br /> <br /> Mr. Caravati asked what the next step will be for the School Board, and Dr. <br />Edwards said that has yet to be determined. <br /> <br /> Mr. Caravati said this issue involves the entire community and he hopes it will <br />find its way into the Strategic Plan of the School Board and the City. He asked if there <br />are ways that the City could help move the issue forward. <br /> <br />
