12 On motion by Mr. Schilling, seconded by Mr. Lynch, the resolution authorizing formation of a sister city committee was approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. WHEREAS , the City of Charlottesville and community partners are committed to advancing the international understanding we have with social, cultural, educational and economic ties with other parts of the world, and WHEREAS , the City of Charlottesville has had “sister city” relationships with several cities over the years, most notably Poggio a Caiano, Italy and Pleven, Bulgaria, and WHEREAS , community partners have established relationships with Long Beach Washington, and WHEREAS , other groups in the community are currently working towards establishing relationships with Besancon, France and Winneba, Ghana; now, therefore BE IT RESOLVED , that the City Council of Charlottesville hereby establishes the Charlottesville Sister Cities Committee and charges the Committee to provide the leadership to continue (or work with new Sister City partnerships) the work that has begun in these international outreach programs, and to advance our relationship with each City by connecting to the greater Charlottesville community, and BE IT FURTHER RESOLVED that the committee membership shall include but is not limited to City Council, City Clerk of Council, Chamber of Commerce, Charlottesville -Albemarle Visitors Bureau, and other community partners that have worked to establish existing sister city relationships. RESOLUTION : LICENSE AGREEMENT FOR HUNTLEY AVENUE FENCE ENCROACHMENT Ms. Ashley Cooper, Planner in Neighborhood Development Services, said that the original request was to allow encroachment with a fence along 150 feet, and the request is now for an additional 250 feet of encroachment along the west side as well. Mr. Lynch asked if the encroachment is seven inches wide in its entirety, and Mr. Paul Byer, applicant, said yes. Mr. Caravati asked if any problems are anticipated with maintenance by the homeowners association. Mr. Brown said maintenance can be enforced or the City can direct that the fence be removed. On motion by Mr. Lynch, seconded by Mr. Schilling, the Resolution authorizing the license agreement for the Huntley Avenue fence encroachment was approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that this Council hereby authorizes the City Manager to sign the following document, in form approved by the City Attorney: License and Maintenance Agreement between the City of Charlottesville (“City”) and Huntley PUD Property Owners Association, Inc. relating to permitted encroachment and maintenance of a fence and landscaping on the Huntley Avenue right of way.
