<br /> 12 <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, the resolution authorizing <br />formation of a sister city committee was approved by the following vote. Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />WHEREAS <br />, the City of Charlottesville and community partners are committed <br />to advancing the international understanding we have with social, cultural, educational <br />and economic ties with other parts of the world, and <br /> <br />WHEREAS <br />, the City of Charlottesville has had “sister city” relationships with <br />several cities over the years, most notably Poggio a Caiano, Italy and Pleven, Bulgaria, <br />and <br /> <br />WHEREAS <br />, community partners have established relationships with Long Beach <br />Washington, and <br /> <br />WHEREAS <br />, other groups in the community are currently working towards <br />establishing relationships with Besancon, France and Winneba, Ghana; now, therefore <br /> <br />BE IT RESOLVED <br />, that the City Council of Charlottesville hereby establishes <br />the Charlottesville Sister Cities Committee and charges the Committee to provide the <br />leadership to continue (or work with new Sister City partnerships) the work that has <br />begun in these international outreach programs, and to advance our relationship with each <br />City by connecting to the greater Charlottesville community, and <br /> <br />BE IT FURTHER RESOLVED <br /> that the committee membership shall include <br />but is not limited to City Council, City Clerk of Council, Chamber of Commerce, <br />Charlottesville -Albemarle Visitors Bureau, and other community partners that have <br />worked to establish existing sister city relationships. <br /> <br />RESOLUTION <br />: LICENSE AGREEMENT FOR HUNTLEY AVENUE FENCE <br />ENCROACHMENT <br /> <br /> Ms. Ashley Cooper, Planner in Neighborhood Development Services, said that <br />the original request was to allow encroachment with a fence along 150 feet, and the <br />request is now for an additional 250 feet of encroachment along the west side as well. <br /> <br /> Mr. Lynch asked if the encroachment is seven inches wide in its entirety, and Mr. <br />Paul Byer, applicant, said yes. <br /> <br /> Mr. Caravati asked if any problems are anticipated with maintenance by the <br />homeowners association. <br /> <br /> Mr. Brown said maintenance can be enforced or the City can direct that the fence <br />be removed. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the Resolution authorizing <br />the license agreement for the Huntley Avenue fence encroachment was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the City Manager to sign the following document, in form <br />approved by the City Attorney: <br /> <br /> License and Maintenance Agreement between the City of Charlottesville <br /> (“City”) and Huntley PUD Property Owners Association, Inc. relating to <br /> permitted encroachment and maintenance of a fence and landscaping on <br /> the Huntley Avenue right of way. <br /> <br /> <br /> <br /> <br /> <br />
