2 <br /> Ms. Rena Thomas, spokesperson for the participants, thanked Council for helping <br />the group get a good start on their future. <br /> <br /> Dr. Brown welcomes two interns from Bulgaria that are part of the ICMA sister <br />city program. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, asked that Council address the apparent <br />contradictory statements in the material for the Commission on Children and Families <br />agreement. She said it states that there is no fiscal impact, but also that the City is <br />responsible for all benefits. <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue, said the cost of City decals increased <br />to fund five new police officers, but they have not been hired and she asked what <br />happened to that money. She said the City needs to make salaries more attractive in the <br />Police Department. She said the positions should be filled or the money should be put <br />into salaries. <br /> <br /> Ms. Elizabeth Cochrell, Crescent Hall, said that the public uses Crescent Hall <br />driveway as a throughway and it is endangering residents and visitors. She asked that <br />signs be put on surrounding streets announcing that they are not through streets to help <br />prevent cutting through the driveway. <br /> <br /> Mr. Stratton Salidas, 110 Kent Terrace, said the new Council bodes well for social <br />justice, community transportation, affordable housing and the environment. He said <br />building the Meadowcreek Parkway would move the City to being a cut through for <br />Albemarle County. He urged Council to vote for a conservation easement along the path <br />of the Parkway. <br /> <br /> Mr. Raymond Mason, 717 Cynthianna Avenue, said that AHIP’s construction on <br />the house at 939 Charlton Avenue is not up to par. He said the property owner, Ms. <br />Holmes, will take legal action in ten days, and she will not agree to mediation. He said <br />the electrical panel floods when it rains and the house is a danger to live in. <br /> <br /> Mr. Randy O’Neil, Carter Mountain Road, said he operates a bike trailer that <br />promotes health and fitness at a cost of $100 per hour, two hours minimum. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent <br />th <br />agenda items were approved by the following vote, with the minutes of June 19 <br />amended by Ms. Hamilton. Minutes of June 19 <br /> <br />APPROPRIATION <br />b. : $88,522 – Friendship Court Sponsorship Donations <br />nd <br /> (2 reading) <br /> <br />WHEREAS <br />, the City of Charlottesville has received a donation from Friendship <br />Court to fund enhanced police coverage for the areas defined in the Sponsorship <br />Agreement, including salary, equipment, technology and related administrative expenses <br />associated with provisions of such enhanced coverage. <br /> <br />NOW, THERFORE BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that the sum of $88,522.00, to be received as a donation from <br />Friendship Court, is hereby appropriated in the following manger, and is conditioned <br />upon receipt of $88,522 by Friendship Court in four (4) quarterly payments to the City. <br /> <br /> <br />
