<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, July 17, 2006 AT 5:45 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – July 17, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Norris, Council voted (Ayes: Mr. <br />Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Dr. Brown and <br />Ms. Hamilton) to meet in closed session for discussion, consideration and interviews of <br />prospective candidates for appointment to the City Board of Architectural Review as <br />authorized by Section 2.2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Norris, seconded by Ms. Hamilton, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – July 17, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown announced the recent retirement of Ron Higgins, Senior Planner in <br />Neighborhood Development Services. <br /> <br /> Ms. Hamilton said she would like to discuss the Housing Policy Task Force <br />during other business. <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, said that due to the heat wave, <br />some recreation centers and pools will be open extended hours. <br /> <br /> Dr. Brown said he will bring up the sidewalk issue, referred to as “the thumb,” in <br />Fry’s Spring during other business. <br /> <br /> Mr. Lynch clarified that the Water Street garage is still accepting parking stamps. <br /> <br />AWARDS/RECOGNITIONS <br /> <br /> Dr. Brown proclaimed July as Parks and Recreation month. <br /> <br />PUBLIC <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue Extended, asked for a printout <br />showing that money from the decal increase actually went to overtime in the Police <br />Department. She said four positions were cut in the Police Department and if the money <br />is not going to fund police officers, she said the increase should be rescinded. She asked <br />if the loan to City Link has been repaid. <br /> <br />
