<br /> 11 <br /> Dr. Brown said a core issue that bothers him is not going back to the <br />neighborhood after the plan was developed. He said it is not good to antagonize <br />neighborhoods. <br /> <br /> Mr. Lynch said it is clear the usual process was not followed on this project. <br /> <br /> Mr. Tolbert said that unless there is a groundswell of support, he thinks it is better <br />to take the sidewalk out and look at it in the larger context of traffic in the <br />Comprehensive Plan. He said the warrant issue can be looked again when the <br />intersection is back in its original shape. <br /> <br /> Ms. Hamilton asked about the cost to put the sidewalk in and take it out, and Mr. <br />Tolbert said it cost $15,000 to put in, but will be more than that to take out. He said City <br />crews can be used to reduce the cost. <br /> <br /> Mr. Norris said people want to control traffic at the intersection. He agreed with <br />Mr. Lynch regarding the warrants. Mr. Norris asked if anticipated future traffic counts <br />are taken into consideration. <br /> <br /> Mr. Tolbert said warrants are based on what is happening, not what will happen. <br />He said there are liability concerns if measures are installed that do not meet warrants and <br />the concern that people will not comply unless the measures are warranted. <br /> <br /> Ms. Hamilton said if it is a pedestrian issue, the Washington Park crossing has <br />been very helpful. <br /> <br /> Mr. Norris said he assumes this was a lesson learned, and said it was an oversight <br />not to contact the Church, and that we should make sure to do so in the future. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, Mr. Brian Hogg was appointed <br />to an unexpired term on the Board of Architectural Review by the following vote. Ayes: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None.
