11 Dr. Brown said a core issue that bothers him is not going back to the neighborhood after the plan was developed. He said it is not good to antagonize neighborhoods. Mr. Lynch said it is clear the usual process was not followed on this project. Mr. Tolbert said that unless there is a groundswell of support, he thinks it is better to take the sidewalk out and look at it in the larger context of traffic in the Comprehensive Plan. He said the warrant issue can be looked again when the intersection is back in its original shape. Ms. Hamilton asked about the cost to put the sidewalk in and take it out, and Mr. Tolbert said it cost $15,000 to put in, but will be more than that to take out. He said City crews can be used to reduce the cost. Mr. Norris said people want to control traffic at the intersection. He agreed with Mr. Lynch regarding the warrants. Mr. Norris asked if anticipated future traffic counts are taken into consideration. Mr. Tolbert said warrants are based on what is happening, not what will happen. He said there are liability concerns if measures are installed that do not meet warrants and the concern that people will not comply unless the measures are warranted. Ms. Hamilton said if it is a pedestrian issue, the Washington Park crossing has been very helpful. Mr. Norris said he assumes this was a lesson learned, and said it was an oversight not to contact the Church, and that we should make sure to do so in the future. APPOINTMENTS : BOARDS AND COMMISSIONS On motion by Mr. Norris, seconded by Mr. Lynch, Mr. Brian Hogg was appointed to an unexpired term on the Board of Architectural Review by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. This term will expire on January 1, 2008.
