<br /> 12 <br /> Mr. Lynch said another condition of the Parkway is compensation for lost <br />parkland. <br /> <br />nd <br />ORDINANCE <br />: CLOSING PORTION OF GROVE STREET EXTENDED (2reading) <br /> <br /> Mr. Tolbert said that Council had questions at the first reading of the ordinance <br />about protecting the stream with a conservation easement as a condition of the closing. <br />He said the City Attorney has drafted an agreement and the applicant has agreed to sign <br />it. He said City staff is not sure about the condition of the bridge and does not feel that <br />the City engineer should make that decision. He said the applicant intends to submit a <br />special use permit and as part of that Council can condition the SUP on use of that or a <br />new bridge for one point of access. He said if the applicant does not submit an SUP then <br />the City has no control over the access. <br /> <br /> Mr. Brown said that protections in the current stream ordinance would be in <br />place. He said the owner can put in a culvert if there is no other access to the property. <br />Mr. Brown said the ordinance is offered on second reading and the condition of the <br />conservation easement was part of the initial motion. <br /> <br /> “AN ORDINANCE CLOSING, VACATING, AND DISCONTINUING THAT <br />PORTION OF GROVE STREET EXTENDED LOCATED OFF VALLEY ROAD <br />EXTENDED ADJACENT TO PARCELS 133-135 ON CITY TAX MAP 23,” which was <br />th <br />offered at the June 5 meeting, was approved by the following vote. Ayes: Dr. Brown, <br />Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Ms. Hamilton. <br /> <br />ORDINANCE <br />: PERMIT PARKING ORDINANCE AMENDMENT <br /> <br /> Ms. Angela Tucker said that the City received a request from a property <br />management company to allow the option for the owner or agent of multi-family <br />properties to purchase permits and provide them to their tenants. She said the proposed <br />amendments would provide the option to do that. <br /> <br /> Mr. Lynch said his concern is that the system is somewhat unfair as we are <br />essentially giving the property owners something that has a higher street value. He said <br />we should consider this before we move forward. <br /> <br /> Dr. Brown said he would argue that it is better for renters knowing in advance if <br />they are getting a permit. <br /> <br /> Mr. Norris said he agrees and feels the cost is a separate issue. He said he thinks <br />the proposed ordinance makes things more orderly. <br /> <br /> Ms. Tucker noted that this is already allowed in parking zone 1. <br /> <br /> Mr. Tolbert said that the property owners are likely charging a little more rent for <br />an apartment with a parking permit. <br /> <br /> Mr. Lynch said he thinks we need to evaluate how this is working. <br /> <br /> Mr. Tolbert suggested that Council waive the second reading of the ordinance as <br />permits go on sale in August. <br /> <br /> Mr. Lynch made a motion to approve the ordinance, on the condition that a report <br />be given to Council by November as to how the permits are distributed, and to waive the <br />second reading of the ordinance, and Mr. Taliaferro seconded the motion. Council <br />agreed to waive the second reading by the following vote. Ayes: Dr. Brown, Mr. Lynch, <br />Mr. Norris, Mr. Taliaferro. Noes: None.
