4 <br />Expenditures <br />$9,100 Fund: 105 Cost Center: 9723001000 G/L Account: 540100 <br />$40,750 Fund: 105 Cost Center: 9803030000 G/L Account: 561212 <br /> <br />APPROPRIATION <br />d. : $30,326 – Restorative Justice Grant (carried over) <br /> <br />APPROPRIATION <br />e. : $166,819 – Victim Witness Program Grant (carried over) <br /> <br />APPROPRIATON <br />f. : $69,500 – Public Guardian/Conservator Grant <br /> (carried over) <br /> <br />RESOLUTION <br />g. : Adopt Charter Changes for Criminal Justice Training <br /> Academy <br /> <br />WHEREAS <br /> , the Central Shenandoah Criminal Justice Training Academy <br />(“Academy”) was originally organized in 1973 on the campus of the Blue Ridge <br />Community College to provide basic and in-service training for law enforcement <br />personnel; and <br /> <br />WHEREAS <br /> , the Academy serves more than fifty (50) political subdivisions and <br />localities, and numerous criminal justice agencies; and <br /> <br />WHEREAS <br /> , the Academy has been established by a written charter (“Charter”) <br />approved by resolution of the participating localities and agencies, which Charter was last <br />revised in October 1998; and <br /> <br />WHEREAS <br /> , since 1998 the General Assembly has amended the Virginia Code <br />and the Department of Criminal Justice Services has revised the procedures governing <br />how the Academy must conduct its day-to-day business, and these changes necessitate <br />amendments of the Charter and of the By-Laws of the Academy; and <br /> <br />WHEREAS <br /> , in February and March of 2006 the governing board of the <br />Academy voted to amend the Charter, effective March 9, 2006, as well as its By-Laws; <br />and <br /> <br />WHEREAS <br /> , the governing board of the Academy has transmitted the 2006 <br />changes to the Charter for approval and endorsement of the City of Charlottesville, by its <br />City Council, a member locality; and <br /> <br />WHEREAS <br /> , Section 15.2-1747 of the Code of Virginia (1950), as amended, <br />provides that a locality’s governing body may enter into an agreement for a regional <br />criminal justice training academy, by resolution approving such agreement; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the City Council of the City of <br />Charlottesville, Virginia, that the 2006 revisions to the Charter of the Central Shenandoah <br />Criminal Justice Training Academy, a revised copy of which is attached to this resolution <br />and incorporated herein by reference, be and it is hereby APPROVED and ADOPTED, <br />and this Council hereby re-joins and continues its membership of the Academy, as <br />authorized by Section 15.2-1747 of the Virginia Code. <br /> <br /> THIS RESOLUTION SHALL BECOME EFFECTIVE UPON ADOPTION and <br />the Clerk of Council is hereby directed to forward an attested copy hereof to the <br />Executive Director, Central Shenandoah Criminal Justice Training Academy, 3-45 Lee <br />Highway, Weyers Cave, Virginia, 24486. <br /> <br />ORDINANCE <br />h. : “AN ORDINANCE AMENDING AND REORDAINING <br /> CHAPTER 34 (ZONING), ARTICLE IX (GENERALLY APPLICABLE <br /> REGULATIONS), OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br /> AS AMENDED, RELATING TO APPURTENANCES” (carried over) <br /> <br />RESOLUTION <br />: RESOLUTION OF INTENT TO ESTABLISH A REGIONAL <br />TRANSIT AUTHORITY <br /> <br />
