6 <br /> Mr. O’Connell said we should think about how we can have a win/win situation <br />for both sides. He said Council should decide what it is trying to achieve. He noted that <br />staff has raised points to consider. He said we are starting with a resource rich system. <br /> <br /> Mr. Lynch said one goal as we grow the system would be to increase City <br />ridership as well as County ridership. He said we should add new places for City riders <br />to go <br /> <br /> Mr. Slutzky agreed and said it would only be successful if it increases riders in <br />both jurisdictions. <br /> <br /> Dr. Brown thanked Mr. Slutzky for his hard work, and said he thinks this could be <br />a win/win for the City and County. He said the City would have to be willing to let loose <br />of the reins in exchange for a financial commitment from the County. He said he shares <br />the hopefulness that the University will become involved. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, the Resolution of Intent to <br />establish a Regional Transit Authority was approved by the following vote. Ayes: Dr. <br />Brown, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Ms. Hamilton. <br /> <br />WHEREAS <br />, transportation planning and systems are regional in scope; and <br /> <br />WHEREAS <br />, transportation planning includes both transit planning and transit <br />operations; and <br /> <br />WHEREAS <br />, limited transit facilities currently serve the overall Charlottesville- <br />Albemarle area; and <br /> <br />WHEREAS <br />, the City and County intend to continue to serve existing ridership; <br />and <br /> <br />WHEREAS <br />, the City and County are interested in extended transit serve to <br />developing areas and providing faster, more frequent service to the existing system; and <br /> <br />WHEREAS <br />, a Regional Transit Authority would coordinate regional transit <br />planning and operations; and <br /> <br />WHEREAS <br />, a Regional Transit Authority does not currently exist in the <br />Charlottesville-Albemarle area; and <br /> <br />WHEREAS <br />, the establishment of a Regional Transit Authority in the <br />Charlottesville-Albemarle area requires that the City of Charlottesville and County of <br />Albemarle utilize available funding and legal authority while considering additional <br />funding sources. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br />that the City of Charlottesville and <br />County of Albemarle intend to establish a Regional Transit Authority to serve the <br />Charlottesville-Albemarle area. <br /> <br />REPORT <br />: SCHOOL BOARD ELECTION TASK FORCE <br /> <br /> Mr. Lloyd Snook, Chairman of the School Board Election Task Force, said that <br />the Task Force was created to study the different options regarding future School Board <br />elections available to the City of Charlottesville. He said that three public hearings were <br />held. He said that two recommendations are being made: 1) adopt an elected version of <br />what the City had historically, with four ward seats and three at large, but with all seats <br />voted on by all voters in the City (referred to as residential districts); and 2) have four <br />ward seats and three at large, but only those living in those wards would vote for the <br />member in their ward. He said no evidence was found to suggest that any system, elected <br />or appointed, correlates to the quality of a school system. He said no correlation was <br />found between School Board members elected at large or by ward. He said that there has <br />been a lack of geographic diversity on the Charlottesville School Board in the past, with <br /> <br />
