9 <br /> <br /> Mr. Svetz said that the market is saturated with non-profits and City recreation did <br />not keep the pace with meeting people’s needs. <br /> <br /> Mr. Norris said that U. Va. and ACC have successful aquatic models and there <br />may be opportunities for collaboration with them. He asked what reassurances would we <br />have that a new facility would not be managed in a way that the current facilities have <br />been. <br /> <br /> Mr. Svetz said that the golf course and City Market are examples of areas that <br />have been successfully managed. <br /> <br /> Responding to a question from Dr. Brown, Mr. Svetz said that the attendance <br />numbers at the pools include student and swim team use. <br /> <br /> Dr. Brown said he would like to see more data from other communities similar to <br />ours, such as are kids who are most in need of recreation utilizing centralized resources or <br />are the numbers from the middle and upper middle class. <br /> <br /> Mr. Lynch said Dr. Brown makes an excellent point. He said the expenses are not <br />that different in the long term, but the difference is expecting a lot more revenue from a <br />central facility. He said we are saying that the user would be paying for the facility in <br />fees rather than in taxes. <br /> <br /> Mr. Svetz said it would be modeled on programs such as Xcel where some pay <br />and others participate at no cost. <br /> <br /> Mr. Norris asked how wedded staff is to having a facility in McIntire Park. <br /> <br /> Mr. Svetz said that is not an issue. He said we need to know what direction we <br />want to take. He said we have improvements that need to be made. He said a concern is <br />not having operating funds in the future. <br /> <br /> Mr. Lynch said he would start with Forest Hills Park by converting the wading <br />pool to a spray pool which would drop operating expenses. He said we should look for <br />funding opportunities, such as the possibility of using interchange funds for relocation of <br />the wading pool in McIntire Park. He said he has not bought into the idea of a central <br />center yet, but if we do he would look at City Yard which is a central city location. He <br />said he still likes neighborhood outdoor pools. He said he would like to see Council give <br />direction regarding Onesty Pool. He said he would pull stormwater mediation in at <br />Meade park. He said he would challenge staff to start with $2 million for Onesty Pool. <br /> <br /> Mr. Norris said that the neighborhood went through a process regarding Onesty <br />Pool and we need to honor that. He said he is not comfortable saying we would limit it to <br />$2 million. <br /> <br /> Dr. Brown said the task for Council is that Onesty Pool has to be part of the <br />bigger picture. <br /> <br /> Mr. Lynch said he would support consolidating the two indoor pools. <br /> <br />REPORT <br />: TRANSPORTATION UPDATE (ROAD PROJECTS) <br /> <br /> Ms. Angela Tucker, Development Services Manager in the Department of <br />Neighborhood Development Services, said that the City currently has seven <br />transportation projects underway. Two projects managed by VDOT are: Meadowcreek <br />Parkway which is in the right of way/utility phase with construction scheduled for <br />advertisement in 2008, and the Jefferson Park Avenue Bridge, with final design <br />underway. Three City managed projects are Hillsdale Drive Extension, the Route 250 <br />interchange, and the Belmont Bridge replacement. She said Albemarle County is <br />managing the Eastern Connector alignment study. Ms. Tucker said that seven additional <br />cameras are proposed for the ITS project. <br /> <br />
