NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Tuesday, September 5, 2006 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDAS IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – September 5, 2006 Council met in special session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. On motion by Mr. Lynch, seconded by Ms. Hamilton, Council voted (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in closed session for discussion and consideration of prospective candidates for appointment to City boards and commissions, and for the annual performance evaluation of the City Manager, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; discussion and consideration of the disposition of publicly held real property consisting of a portion of the Concord Avenue right-of-way, where discussion in an open meeting would adversely affect the bargaining position of the City, as authorized by Section 2.2-3711(A)(3) of the Virginia Code; and consultation with legal counsel regarding the following specific legal matters that require the provision of legal advice by counsel: (a) the imposition of contractual liquidated damages against a vendor of City equipment; (b) legal matters pertaining to a construction contract claim arising from the Juvenile Court project; and (c) negotiation of a cost sharing agreement with Albemarle County for solid waste disposal costs, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. On motion by Mr. Lynch, seconded by Mr. Taliaferro, Council certified by the following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – September 5, 2006 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Dr. Brown recognized the recent death of Grace Tinsley, a long time leader and activist in the community and the first African-American member of the Charlottesville School Board. th Dr. Brown announced that the Planning Commission will meet on September 13 th instead of September 12. Dr. Brown announced that Council will be holding two public hearings on ththth September 18: renaming 9/10 Street Connector to Roosevelt Brown Boulevard and whether to make Franklin Street one –way. Dr. Brown announced that there will be a Peace Concert and candlelit walk on th September 11.
