<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, September 5, 2006 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDAS IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – September 5, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Council voted (Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion and consideration of prospective candidates for appointment <br />to City boards and commissions, and for the annual performance evaluation of the City <br />Manager, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; discussion and <br />consideration of the disposition of publicly held real property consisting of a portion of <br />the Concord Avenue right-of-way, where discussion in an open meeting would adversely <br />affect the bargaining position of the City, as authorized by Section 2.2-3711(A)(3) of the <br />Virginia Code; and consultation with legal counsel regarding the following specific legal <br />matters that require the provision of legal advice by counsel: (a) the imposition of <br />contractual liquidated damages against a vendor of City equipment; (b) legal matters <br />pertaining to a construction contract claim arising from the Juvenile Court project; and <br />(c) negotiation of a cost sharing agreement with Albemarle County for solid waste <br />disposal costs, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – September 5, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown recognized the recent death of Grace Tinsley, a long time leader and <br />activist in the community and the first African-American member of the Charlottesville <br />School Board. <br /> <br />th <br /> Dr. Brown announced that the Planning Commission will meet on September 13 <br />th <br />instead of September 12. <br /> <br /> Dr. Brown announced that Council will be holding two public hearings on <br />ththth <br />September 18: renaming 9/10 Street Connector to Roosevelt Brown Boulevard and <br />whether to make Franklin Street one –way. <br /> <br /> Dr. Brown announced that there will be a Peace Concert and candlelit walk on <br />th <br />September 11. <br /> <br /> <br />
