He gave a powerpoint presentation
showing the various projects.

Responding to a question from Mr. Lynch, Mr. Tolbert said that no formal request
has been made to use the Ten Center property for parking, and he noted that it is not
currently zoned for parking.

Mr. Lynch said that the Planning Commission may want to look at the model
Chicago uses for their tall structures to avoid having monolithic structures, and Mr.
Tolbert said that the Planning Commission is exploring ways that other cities deal with
this issue and share Mr. Lynch’s concern.

Mr. Norris said that the City has come a long way in the past ten years since the
1999 Housing Strategy had a goal of increasing the number of middle class houses, but
he said his concern is that the pendulum is now swinging in the other direction and he is
concerned about the lack of affordable housing. He asked how we are planning for the
traffic burden these developments will generate. He said we need to plan ahead.

Mr. Tolbert said he hopes that the increased density around the University and on
the corridors will help make transit more successful.

Mr. Taliaferro asked if the impact on public safety is being taken into
consideration with these new developments, and Mr. Tolbert said his department has
been working well with the public safety departments.

Dr. Brown asked about bringing in fill near creeks as is being done on at least one
project, and Mr. Tolbert said that the current ordinance allows filling in the flood plain,
but not floodways.

Dr. Brown said he is bothered by that and would like to have prohibiting fill in the
floodplains considered, and Mr. Tolbert said that the Planning Commission is having that
discussion.
