9 <br /> <br /> Mr. Taliaferro made a motion to sell the property splitting the difference between <br />the previous and current sales prices. <br /> Ms. Hamilton seconded the motion. She said there have clearly been issues in <br />terms of staff. She said she does not see how the previous City Attorney was able to <br />make offers and there was also a mix up over the site plans. <br /> <br /> Mr. Brown said if the price is split, the sales price would be $35,422 which would <br />be substituted in the ordinance. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Brown said he assumes the <br />sidewalk is the entire length of the property which would be 199.81 linear feet. <br /> <br /> Mr. Norris asked how we can avoid these situations in the future and have more <br />due diligence on verifying ownership. <br /> <br /> Mr. Tolbert said staff relies on official surveys presented by property owners, and <br />does not resurvey. <br /> <br /> Ms. Hamilton asked if the property owner could get any relief by going back to <br />the surveyor who incorrectly reflected the property as being theirs. <br /> <br /> On motion by Mr. Norris, seconded by Ms. Hamilton, the second reading of the <br />ordinance was waived and the ordinance entitled “AN ORDINANCE AUTHORIZING <br />THE CONVEYANCE OF CITY-OWNED PROPERTY (CONCORD AVENUE <br />RIGHT-OF-WAY) TO J. ROBERT HADLEY,” as amended, was approved by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />REPORT <br />: JEFFERSON SCHOOL <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, reviewed highlights of the <br />Jefferson School report. She said the repointing of the bricks has been delayed until the <br />General Partners are established. She said membership on the General Partners and <br />Cultural Center Board has been advertised and further recruitment was done. She said <br />Council has three options: 1) elect to sell the property to a private developer; 2) retain <br />ownership and develop the building (which would negate the $7.9 million tax credits); or <br />3) recommend names for the General Partners and deed the property to the General <br />Partners which would make it eligible for tax credits. She said names under <br />consideration have been presented to Council. She said staff recommends option #3. She <br />said Council will also be asked at the next meeting to approve the guiding principles, <br />charge and the budget, and to authorize the slate of members as General Partners. She <br />said that one of the members could be a City Council member. <br /> <br /> Ms. Hamilton asked if a Council member would be an ex-officio member, and <br />Ms. Hamilton said that is an option, but Council might want to have them be a full <br />member. <br /> <br /> Responding to a question from Ms. Hamilton, Ms. Small-Toney said that Council <br />can offer names for General Partners, but does not appoint them. <br /> <br /> Dr. Brown asked if Mr. Norris and Mr. Taliaferro are comfortable with option #3 <br />since they have not discussed Jefferson School since being on Council. <br /> <br /> Mr. Taliaferro said he favors options #3. <br /> <br /> Mr. Norris said he favors options #3 and would like to see quicker action. <br /> <br /> Dr. Brown asked that the issue be brought back and finalized at the next meeting. <br /> <br /> Mr. Lynch said he would like to have some discussion about programming at <br />Jefferson School. He said it would be good to look at the Task Force recommendations, <br /> <br />
