<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 20, 2006 AT 6:00 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – November 20, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Norris, Council voted (Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: <br />Mr. Lynch) to meet in closed session for discussion of the annual performance evaluation <br />of the City Manager, and for discussion and consideration of prospective candidates for <br />appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of <br />the Virginia Code; for consultation with legal counsel for the provision of legal advice <br />regarding (a) the proposed closing of Cochran Street, (b) the negotiation of a cost sharing <br />agreement with Albemarle County and the Rivanna Solid Waste Authority for Authority <br />operational costs; and (c) the Juvenile and Domestic Relations District Court construction <br />project, as authorized by Section 2.2-3711(A)(7); and discussion of the acquisition of real <br />property on Water Street for a public purpose, and the acquisition of real property at <br />several locations for use as the City Market, where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the City, as authorized <br />by Section 2.2-3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – November 20, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> <br />AWARDS/RECOGNITIONS <br />: JOHN MARLLES COMMITMENT AWARD FOR <br />WILLIAM HARVEY <br /> <br /> Dr. Brown announced the John Marlles Commitment Award recently presented to <br />William Harvey from the Virginia Downtown Development Association. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane said that information on the City <br />Manager’s employment contract was not on the website and it should be put up there so <br />citizens can review it. She also said she feels that penalties in the water conservation <br />ordinance are too low. She asked if taxpayers will receive a refund as a result of the <br />ordinance prorating vehicle license fees. <br /> <br /> Ms. Leah Puryear thanked Council for its continued support of the Jefferson <br />School project. She asked who are the General Partners going to be, will they represent <br />skills needed to make a successful project, and will they represent all areas of the <br /> <br />
