NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, December 4, 2006 AT 5:30 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – December 4, 2006 Council met in special session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. On motion by Mr. Norris, seconded by Dr. Brown, Council voted (Ayes: Dr. Brown, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. Hamilton and Mr. Lynch) to meet in closed session for discussion of the annual performance evaluation of the City Manager, and for discussion and consideration of prospective candidates for appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and for consultation with legal counsel for the provision of legal advice regarding the negotiation of a cost sharing agreement with Albemarle County and the Rivanna Solid Waste Authority for Authority operational costs, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. On motion by Mr. Norris, seconded by Mr. Lynch, Council certified by the following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – December 4, 2006 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Ms. Hamilton announced that the Housing Authority is officially off of “troubled” status. Mr. Norris announced that the Sustainability Committee will hold a kickoff event th on January 18 from 4:00 – 7:00 p.m. PUBLIC Mr. Steve Cooper, 2230 Homestead Farm Road, Free Union, Chapter Chair of SCORE, explained that SCORE is a volunteer organization whose mission is to help small businesses and non-profits. He said their services are free and they currently have 25 volunteers in Charlottesville. Mr. Wilbur Crews, 612 Grove Avenue, expressed concern about bus drivers not putting transfer slips in the appropriate box, using cell phones, and eating while driving. He said you cannot count on the bus schedules. He said these small things need to be fixed before you can do big things with the system. Ms. Colette Hall, 101 Robertson Lane, said that while information was available on the website for all Consent Agenda items, she had to contact department heads for answers to her questions.
