<br /> 11 <br />additional $5,000 on neighborhood landscaping in order to mitigate the impact of <br />the proposed development on the neighborhood. The expenditure required by this <br />paragraph shall only be undertaken after consultation with the University Circle <br />Neighborhood Association and other affected neighbors. <br /> <br />5. The City Department of Neighborhood Development Services will be given prior <br />notice of any change in the person responsible for implementation of the <br />requirements of this special use permit and the accompanying site plan. <br /> <br />The full implementation of the approved landscaping plan is an integral part of this <br />special use permit, and is deemed essential to the mitigation of any adverse impacts on <br />the surrounding neighborhood resulting from this special use permit. <br /> <br />All other conditions of the Special Use Permit approved by City Council on August 16, <br />2004, except for the requirement to make reasonable efforts to preserve the specimen <br />beech tree, shall remain the same and shall continue in force, unaffected by this <br />amendment. <br /> <br />RESOLUTION <br />: AUTHORIZING REVENUE SHARING APPLICATION FOR $1 <br />MILLION <br /> <br /> Ms. Angela Tucker, Development Services Manager in Neighborhood <br />Development Services, said that VDOT is accepting applications for revenue sharing up <br />to $1 million, and up to 50% of the local match can be a proffer or other private money. <br />She said the developer of Albemarle Place would provide $500,000 and the City would <br />be required to provide $500,000. She said discussions have been held about making <br />improvements south of Hydraulic. She noted that the ramp onto the 250 Bypass is one of <br />the most dangerous in the City. She said the funds could be used to help alleviate the <br />congestion at Hydraulic Road and to protect the Meadows neighborhood. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. Tolbert said the $500,000 <br />would be taken out of the CIP. <br /> <br /> Mr. O’Connell said this location has been a problem for many years. He said the <br />City could go forward with the application and have discussions with Albemarle County. <br />He said Council could decline to accept the funds. He noted that there is a tight <br />timeframe for applying for the funds. <br /> <br /> Mr. Taliaferro expressed concern about assuming responsibility for County traffic <br />creating problems. <br /> <br /> Dr. Brown said he understands the concern, but said we also may need to spend <br />money to make the situation better. <br /> <br /> Ms. Hamilton said this is an opportunity to alleviate issues in the Meadows <br />neighborhood, and we can take advantage of the funds to alleviate the ramp problems. <br /> <br /> Mr. Norris agreed with the need for more County financial participation. He said <br />he wants to pursue this opportunity with the understanding that County financial <br />participation would be pursued. <br /> <br /> Mr. Lynch said he understands this is a problem area for the City, but the impetus <br />to fix it is now driven by development outside of the City borders. He said this is part of <br />the state primary road system and he feels it is a slippery slope for the City to do it. He <br />suggested moving forward subject to getting matching funds from the County, and <br />striking “Emmet Street and/or” from the resolution. He said he cannot support doing <br />anything on Emmet Street. <br /> <br /> Ms. Tucker said staff does not feel we have enough current analysis. She said the <br />first step is to get money to run an analysis to determine what is best to do. <br /> <br /> <br />
