3 <br /> <br /> Ms. Hamilton said she would like to explore negotiating with landowners <br />regarding the mitigation plan as suggested by Mr. Wellons. <br /> <br /> Dr. Brown thanked Dr. Mason for his comments. He said it is an important issue <br />and he hopes it is something Council can endorse. <br /> <br /> Ms. Hamilton said Council is interested in exploring the idea of wind power, but <br />said no formal letter has been written to anybody. She said if we can identify alternative <br />power sources, it is our responsibility to explore them. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Norris, the following consent <br />agenda items were approved by Council, with the minutes amended by Mr. Lynch, by the <br />following. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch (except that Mr. Lynch voted no <br />on the Resolution Authorizing Percent for Art Funds for the Historical Society for the <br />Frances Brand Artwork), Mr. Norris, Mr. Taliaferro. Noes: None (except Mr. Lynch <br />voted no on the Resolution Authorizing Percent for Art Funds for the Historical Society <br />for the Frances Brand Artwork). <br /> <br />a. Minutes of November 6 <br /> <br />nd <br />APPROPRIATION <br />b. : $11,260 – Biofilter Grant (2 reading) <br /> <br />WHEREAS, <br />the City of Charlottesville has received a Department of Forestry <br />Biofilter Grant from the Virginia Department of Forestry in the amount of $11,260 in <br />State funds; and <br /> <br />WHEREAS <br /> , the City, through Parks and Recreation, will provide a local cash <br />match of $3,500 and an in-kind match of $6,500 towards this grant, for a total project <br />cost of $23,291; <br />and <br />WHEREAS <br />, the grant award period covers the period July 31, 2006 through July <br />1, 2007. <br /> <br />NOW, THEREFORE BE IT RESOLVED <br />by the Council of the City of <br />Charlottesville, Virginia that the sum of $11,260 is hereby appropriated in the following <br />manner: <br /> <br />Revenues - $11,260 <br />$11,260 Fund: 107 Project: P-00026 G/L Account: 430080 <br />Expenditures - $11,260 <br />$11,260 Fund: 107 Project: P-00026 G/L Account: 520400 <br /> <br />BE IT FURTHER RESOLVED <br /> that this appropriation is conditioned <br />upon receipt of $11,260 from the Virginia Department of Forestry. <br /> <br />nd <br />APPROPRIATION <br />c. : $23,940 – COPS Technology Grant (2 reading) <br /> <br />WHEREAS <br />, the City of Charlottesville has received the U.S. Department of <br />Justice 2006 C.O.P.S. Technology Grant #2006-CK-WX-0020 in the amount of $23,940; <br />and <br /> <br />WHEREAS <br />, the grant award covers the period 11/22/2005 – 11/21/2008. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that the sum of $23,940 received as a grant from the U. S. <br />Department of Justice is hereby appropriated in the following manner <br /> <br />Revenues - $23,940 <br />Fund: 211 Internal Order: 1900073 G/L Account: 431110 <br /> <br />
