4
Mr. Aubrey Watts, Director of Economic Development, said that is included in
the workforce development details.
Ms. Hamilton said the strategy could be reworded.

Strategy I: Partnerships with organizations to develop meaningful workforce
development programs

Mr. Watts said the idea is to make sure programs that provide upward mobility for
people who work in the tourism industry continues.

Ms. Hamilton suggested putting ads on buses to publicize training opportunities
for trade professions.

Mr. Norris said a gap in the strategy is there is nothing on the One Stop Center
and our role in helping make it more successful. He said outreach in neighborhoods,
individual support and scholarships make the difference.

Strategy II: Better capture of entrepreneurial startup activity from the University in the
City

Mr. Watts said the idea is to develop a technology based incubator program
downtown, and said a proposal will be included in the budget. He said it will involve
some pro-bono work.

Ms. Hamilton asked why not just say incubator rather than “technology.”

Mr. Norris said the idea is to create synergy among like minded firms. He said he
has no idea what the demand for such a program will be.

Dr. Brown said Mr. Watts should take the feedback from Council and develop a
model for this program.

Councilors agreed with maintaining contact with U. Va. agencies.

Strategy III: Focus on helping to generate and sustain successful small business

Ms. Hamilton said we have nothing in place to help small businesses such as
Reid’s Grocery grow to the next level.

Mr. Norris noted that the Estes Supermarket on Cherry Avenue also needs help.

Dr. Brown suggested adding providing assistance to existing businesses.

Councilors agreed with this strategy as amended.

Strategy IV: Partnerships with private sector groups to facilitate the completion of
significant development opportunities
Councilors agreed to the initiative regarding Martha Jefferson Hospital
redevelopment.

Regarding the initiative for redevelopment of Hydraulic Road and the Hillsdale
Drive Area, Mr. Norris said he is hesitant to name corridors as they have not been
prioritized.

Mr. O’Connell suggested revisiting the study done a few years ago with property
owners on the corridors.

Strategy V: Increase tourism in partnership with CACVB to expand positive economic
impact of visitors on the City

Councilors agreed with this strategy.
