<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, January 2, 2007 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – January 2, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Council voted (Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion of the performance of the City Assessor, as authorized by <br />Section 2.2-3711(A)(1) of the Virginia Code; and for consultation with legal counsel for <br />the provision of legal advice regarding the negotiation of an amendment to the Blue <br />Ridge Juvenile Detention Commission Service Agreement, as authorized by Section 2.2- <br />3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Lynch, seconded by , Council certified by the following vote <br />(Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) <br />that to the best of each Council Member's knowledge, only public business matters <br />lawfully exempted from the open meeting requirements of the Virginia Freedom of <br />Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – January 2, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown announced that Council meetings will now be available live and <br />archived on streaming video on the City’s website. <br /> <br />PUBLIC <br /> <br /> Mr. Will Gallik, 123 Greenwich Court, Executive Director of On Our Own, a <br />local non-profit, said we need to work to give people permanent homes. <br /> Ms. Beth Elliott, 1640 Rio Hill Drive, #102, thanked Mr. Norris for his devotion <br />and work on the issue of affordable housing. She said Charlottesville has a challenging <br />job and housing market. She said she depleted her savings and faced a housing crisis due <br />to a brain injury and urged Council to consider the affordable housing proposal. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association, she said was under the impression that if a tree is removed in an <br />historic district due to disease it has to be replaced. She said an urban forestry program is <br />recommended by NDRA. She suggested that a credit be applied to taxes for trees <br />planted. <br /> <br /> Mr. Raymond Mason, 939 Charlton Avenue, speaking on behalf of the owner of <br />937 Charlton venue, said numerous things are wrong with the house that was <br />rehabilitated by AHIP. He said the warrants needs to be extended and he asked who can <br />she speak to about this. He asked that she be called. <br /> <br /> <br />
