8 <br />Ms. Hamilton said the only evidence is from the applicant’s arborist. She said she <br />supports sending someone up to discover the problem. She said she thinks the guidelines <br />need to be cleaned up so people know what they will be required to do. <br /> <br />Mr. Taliaferro agreed with Ms. Hamilton. <br /> <br />Mr. Lynch asked that an estimate be provided to get someone to go up in the tree. <br /> <br />Dr. Brown suggested getting a detailed report from the original arborist. He said <br />he would like to see Council defer a decision or send it back to the BAR. He said he <br />thinks the BAR was justified in asking for more information. <br /> <br />Mr. Lynch made a motion to defer the matter and Mr. Taliaferro seconded the <br />motion, until a detailed report is provided. <br /> <br />Dr. Brown said he would like to see it go back to the BAR. <br /> <br />Mr. Brown said Council can defer it so that more information can be provided to <br />Council, or it can be sent back to the BAR without Council ruling on the merits. <br /> <br />Mr. Bain said he would prefer that the matter stay with Council. He said if he <br />wants to appeal he will have nothing to appeal. <br /> <br />Mr. Lynch amended his motion, and Mr. Taliaferro agreed, to leave it to Mr. Bain <br />about whether to provided a detailed report on the condition of the tree or to have the <br />City’s arborist look at the tree. <br /> <br />Mr. Lynch said he hopes Parks and Recreation will do as good a job on our own <br />trees as we are asking of Mr. Bain. He noted the trees that were removed in Belmont <br />Park. He said we also need to do a better job of replanting. <br /> <br />Mr. Norris said there were rumors in the Belmont neighborhood that the company <br />consulted on tree removal in Belmont Park was a tree removal business rather than an <br />arborist, and if that is true, he considers that a true conflict of interest. <br /> <br />Mr. O’Connell said that the City has a trained arborist that makes the decision, <br />and then a contract is made with a tree removal business. <br /> <br />Mr. Lynch said we also need to be smarter when we install sidewalks around <br />trees. <br /> <br />The appeal of the BAR decision about the removal of trees was deferred by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, asked for clarification about the tax <br />referred to in the CAHIP proposal, and whether it is personal property or real estate taxes, <br />and Mr. Norris said it is real estate taxes. <br /> <br />Mr. Peter Kleeman, 407 Hedge Street, said he was pleased that Charlottesville <br />scored well on the Daily Progress’ series on public access to information. He said it <br />would be good if the City posts and makes searchable information that has been <br />requested from the public. He said the City should see how it can be even better. <br /> <br />Ms. Beth Elliott, Rio Hill Drive, agreed with the need for parallel processes for <br />affordable housing and workforce development (wages). She said her concern is that the <br />funding is inadequate, and she encouraged more research and funding. <br /> <br />OTHER BUSINESS <br /> <br /> <br />
