<br /> 15 <br />The primary entrance to the shelter facility will be located on Market Street. <br />4. <br /> <br />ORDINANCE <br />: HEALTH CLINICS IN B-1 ZONES <br /> <br /> Mr. Tolbert said that as staff began working with the Free Clinic on their <br />proposed expansion, staff realized that in 2003 health clinics had inadvertently been <br />taken out as an allowed use in B-1 zones. He said two ordinances have been presented to <br />Council: one that allows all health clinics by right and one that allows health clinics by <br />right except for those over 10,000 square feet which would require a special use permit as <br />recommended by the Planning Commission. <br /> <br /> Mr. Lynch made a motion to approve the Planning Commission recommendation <br />of allowing health clinics by right except for those over 10,000 square feet which would <br />require a special use permit. Ms. Hamilton seconded the motion. <br /> <br /> Mr. Brown asked if Council wanted to make a distinction between private and <br />public health clinics, and Mr. Lynch said his motion was based on no distinction. <br /> <br />The ordinance entitled “AN ORDINANCE TO AMEND CHAPTER 34 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE (1990), AS AMENDED” was offered <br />and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue Extended, said that her assessment did <br />not go up, but her son’s assessment on Greenbrier Terrace went way up, and she <br />expressed concern about whether he can afford to live in the City. Ms. Roberts said her <br />assessment likely stayed the same because of the condition of rental property adjacent to <br />her house. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Norris asked that staff pull together a meeting on the Pavilion noise prior to <br />the season beginning. <br /> <br /> Dr. Brown said he has been approached about providing funding for the <br />wheelchair basketball tournament, and asked if Council would be amenable to providing <br />$2,000 out of Council reserve. He said he feels the event will be good for the <br />community. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, Council authorized $2,000 <br />out of Council reserve for the wheelchair basketball tournament by the following vote. <br />Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Ms. Hamilton said she would like to find a resolution to the problem of the house <br />on Charlton. She said the roof leak has never been resolved and water is in the floor <br />boards. <br /> <br /> Mr. O’Connell said that the owner of the property has refused mediation and <br />signed off on all documentation. He noted that Mr. Mason is not the owner of the <br />property. He said Mr. Mason ran off AHIP workers will they came to do work. He said <br />he is not sure what resolution there is. <br /> <br /> Mr. O’Connell noted that new trash pickup days began today as well as recycling <br />of certain plastics and cardboard. <br /> <br /> Mr. O’Connell reminded Council of the work session on vision themes on <br />Thursday. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ ___________________________ <br /> <br />
