<br /> <br />7 <br /> EASEMENT ACROSS CITY-OWNED PROPERTY NEAR RAGGED MOUNTAIN <br />nd <br /> RESERVOIR TO ALBEMARLE COUNTY SERVICE AUTHORITY” (2 reading) <br /> <br />ORDINANCE <br />m. : “AN ORDINANCE AUTHORIZING ABANDONMENT <br /> AND RELOCATION OF A WATERLINE EASEMENT ACROSS PROPERTY <br />nd <br /> KNOWN AS HUNTLEY SUBDIVISION” (2reading) <br /> <br />ORDINANCE <br />n. : “AN ORDINANCE AMENDING AND REORDAINING <br /> SECTION 34-480 (USE MATRIX FOR COMMERCIAL DISTRICTS) OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, DESIGNATING <br /> CERTAIN HEALTH CLINICS AS A BY-RIGHT USE, AND CERTAIN HEALTH <br /> CLINICS ALLOWED BY SPECIAL USE PERMIT, IN THE B-1 ZONING <br />nd <br /> CLASSIFICATION” (2 reading) <br /> <br />ORDINANCE <br />o. : “AN ORDINANCE AMENDING AND REORDRAINING <br /> SECTION 4-42 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br /> AMENDED, RELATED TO THE TETHERING OF DOGS” (carried over) <br /> <br />RESOLUTION <br />: ONE-WAYING 7 ½ STREET NORTHBOUND FROM CHERRY TO <br />TH <br />7 STREET; MEDIAN CLOSURES AT BIRDWOOD AND HILLCREST AND 250 <br />BYPASS <br /> <br /> Ms. Angela Tucker, Development Manager in Neighborhood Development <br />th <br />Services, referring to comments made by Mr. Gaines, said that the crosswalk at 10 and <br />th <br />Page is being worked on and staff will continue to look at the intersection at 8 and <br />Main. <br /> <br /> Ms. Tucker said that the reasons that 7 ½ Street is recommended to be made one <br />way northbound are that there is already a signal in place at West Main, but not at <br />Cherry Avenue; the southbound traffic is almost twice the volume as northbound; and <br />parking can remain as it currently is. <br /> <br /> Mr. Norris asked if the one-waying is proposed to be a pilot or permanent, and <br />Ms. Tucker said that it can be reassessed after one year to make sure the burden has not <br />been placed elsewhere. <br /> <br /> Mr. Norris said he agrees with the need for a comprehensive look at the <br />neighborhood before making it permanent. <br /> <br /> Ms. Tucker said sometimes it is easier to take a stepped approach. She said she is <br />happy to share results of neighborhood surveys and meetings with Council. <br /> <br /> Dr. Brown said that the importance of adequate signage was brought to Council’s <br />attention so that people do not end up having to turn around in the neighborhood. He said <br />he would like staff to prepare a memo outlining the balloting procedure and give Council <br />the opportunity to comment. <br /> <br /> Mr. Lynch moved approval of making 7 ½ Street, S.W. northbound. He said he <br />agrees with looking at the neighborhood comprehensively, but feels this is a good first <br />step. He said it is a safety issue. He said later we may want to look at the one way grid. <br /> <br /> Dr. Brown said Council will revisit the one-waying in a year. <br /> <br /> Mr. Norris seconded the motion, and one-waying 7 ½ Street, S.W. northbound <br />was approved by the following vote. Ayes: Dr. Brown, Mr. Lynch, Mr. Norris, Mr. <br />Taliaferro. Noes: None. Absent: Ms. Hamilton. <br /> <br /> Mr. Lynch made a motion to close the medians at Hillcrest and the 250 Bypass <br />and Birdwood and the 250 Bypass. He said this is a safety issue and will become even <br />more so as the volume of traffic increases. He said the sites have a history of accidents. <br /> <br /> Mr. Taliaferro seconded the motion and said he knows that the area is dangerous <br />from personal experience. <br /> <br />
