<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, March 28, 2007 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – March 28, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />Community Events and Festivals <br /> <br /> Mr. O’Connell said that staff is recommending that funding be added for the <br />African-American Festival, First Night Virginia, Historical Society Spirit Walk, and <br />Juneteenth Celebration. <br /> <br /> Mr. Lynch asked when these applications were submitted, and Ms. Leslie <br />Beauregard, Budget Manager, said the deadline was mid-November and they were <br />submitted in January. <br /> <br /> Mr. Lynch asked if we can make sure we are not setting a policy that agencies can <br />be late and still appeal for funding. He said he would like to provide funding, but not full <br />funding so it does not occur with more agencies next year. <br /> <br /> Ms. Beauregard said that staff is looking at a different process next year for <br />festivals. <br /> <br /> Councilors tentatively agreed with the changes recommended by Mr. O’Connell. <br /> <br />Children, Youth and Family Oriented Programs <br /> <br /> Mr. O’Connell said that three new programs are recommended for funding this <br />year: Alliance for Community Choice in Transportation (ACCT), Blue Ridge Medical – <br />Latino Lay Health Promotion Program, and Summer Youth Internship Program. <br /> <br /> Mr. Lynch expressed concern with JABA’s misinformation campaign and about <br />continued funding for Mountainside. He said he would rather give grants to retired City <br />employees who need assisted living. <br /> <br /> Ms. Hamilton said that until a program to provide grants for former employees is <br />in place she favors supporting Mountainside. <br /> <br /> Mr. Norris agreed with Ms. Hamilton and said for now there is no voucher/grant <br />program in place. <br /> <br /> Mr. Taliaferro agreed and said we should look at a grant program next year. <br /> <br /> Mr. Norris said he thinks JABA has made a good case that they should be treated <br />as Region Ten Community Services is in the budget process, and he would like to suggest <br />they be taken out of the current review process. <br /> <br /> Dr. Brown said he would like to discuss this further before he would agree to that. <br /> <br /> Dr. Brown said that funding for the Thomas Jefferson Youth Football League is <br />not on the list and he feels supporting this program speaks for itself. <br /> <br />
