4 <br />WHEREAS <br />, for purposes of Section 15.2-4906 of the Code of Virginia of 1950, <br />as amended (the "Virginia Code"), the Authority is issuing the portion of the Bonds <br />relating to the portion of the Project located in the City on behalf of the City; <br />WHEREAS <br />, the Authority has recommended that the Council approve the <br />issuance of the Bonds; and <br />WHEREAS <br />, a copy of the Authority's resolution approving the issuance of the <br />Bonds, subject to the terms to be agreed upon, a certificate of the public hearing and a <br />Fiscal Impact Statement have been filed with the Council. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF CHARLOTTESVILLE, VIRGINIA <br />: <br />The Council approves the issuance of the Bonds by the Authority for the benefit of <br />Martha Jefferson Health Services, as required by Section 147(f) of the Code and Section <br />15.2-4906 of the Code of Virginia of 1950, as amended ("Virginia Code"). <br />The Council concurs with the resolution to be adopted by the Authority and approves the <br />issuance of the Bonds by the Authority for the benefit of Martha Jefferson Health <br />Services as required by Section 15.2-4905 of the Virginia Code. <br />The approval of the issuance of the Bonds does not constitute an endorsement to a <br />prospective purchaser of the Bonds of the creditworthiness of the Project or Martha <br />Jefferson Health Services. <br />This resolution shall take effect immediately upon its adoption. <br />PUBLIC HEARING/ORDINANCE <br />: ABANDONING GAS LINE EASEMENTS IN <br />BROOKWOOD SUBDIVISION <br /> Mr. Craig Brown, City Attorney, said that new relocated easements have been <br />granted and the old easements are no longer needed. <br /> The public hearing was opened, but as there were no speakers, the public <br />hearing was closed. <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the ordinance entitled <br />“AN ORDINANCE AUTHORIZING THE ABANDONMENT OF CERTAIN <br />EASEMENTS FOR NATURAL GAS FACILITIES OVR PROPERTY ON <br />BROOKWOOD DRIVE” was offered and carried over to the next meeting for <br />consideration. <br />PRESENTATION <br />: THOMAS JEFFERSON SOIL AND WATER CONSERVATION <br />DISTRICT <br /> <br /> Ms. Garnett Mellon, representing the Thomas Jefferson Soil and Water <br />Conservation District, welcomed Charlottesville as a new member to the District. She <br />said the City’s representatives are Richard Collins and John Conover. She said these <br />members were initially appointed, but the positions will appear on the ballot in <br />November, and she encouraged others who may be interested to run for the office. She <br />reviewed services offered by the District and said they are available for questions <br />regarding environmental issues. <br /> <br /> Mr. Norris asked why the positions are elected, and Ms. Mellon said that <br />traditionally Soil and Water Conservation Districts dispersed large amounts of money <br />and it was important to have elected officials. <br /> <br />REPORT <br />: POLICE DEPARTMENT ANNUAL REPORT <br /> <br />
