ROTHWELL~ HAS ADVISED US THAT THERE ARE
APPROXIMATELY THE FOLLOWING NUMBER OF REGISTERED VOTERS !r3 EACH OF
THE CITY~S FOUR WARDS:
FIRST WARD 2662
SECOND WARD 1647
TI-I1 RD WARD 1298
FOURTH WARD 2791
ALTERNATE ~ 1
ALTERNATE (12
WE HAVE BEEN ADVISED BY THE CITY ATTORNEY THAT THE STATE CODE
PROVIDES THAT THERE MUST tvOT 3E MORE ?HAN 1501 VOTERS IN ANY ONE
PRECINCT AND THAT VOTERS MUST BE INTERPRETED TU MEAN "REGISTERED
VOTERS" AND NOT ACTUAL VOTERS.
~N VIEW OF THE FOREGOING IT IS OBVIOUS THAT SOME CHAtJGES IdUST
8E MADE IN OUR PRESENT ELECTION PRECINCTS ANO YOUR CO`tMtTTEE SUGGESTS
ONE OF THE FOLLOWING ALTERNATES:
~1. 7HE FIRSTS SECOND AND FOURTH WARDS COULD BE DIVIDED {NTO
TNO VOTING PRECINCTS EACH. 7HE FIRST WARD COULD BE DIVIDED 8Y THE
C & 0 RAILROAD WITH THE VOTERS ON THE SOUTH SIDE OF THE RAILROAD
VOTING AT CLARK SCHOOLS AND THE VOTERS ON THE NORTH SIDE OF THE
RAILROAD VOTING AT THE SAME PLACE THEY NOW VOTE (THE OLD ARMORY).
7HE DIVISION OF THE SECOND AND FOURTH WARDS HOWEVER PRESENTS
A MORE DIFFICULT PR08LEM IN THE FORfd OF SA7lSFACTORY~ PERMANENT
VOTING PLACES. THE SECOND WARD SHOULD PROBABLY BE DIVIDED BY AN EAST'"
NEST LINE SOUTH OF RUGBY AVENUE WITH THE VOTING PLACE SOUTH
OF THIS LINE AT THE LANE HIGH SCHOOL. A VOTING PLACE NORTH OF THIS LINE
MIGHT BE ESTABLISHED IN THE COUNTY~S MC~IJTIRE SCHOOL BUILDING.
MR. PAUL GALE ADVISED THAT THIS MIGHT BE WORKED OUT PROVIDED OF COURSE
THE ALBEMARLE COUNTY SCHOOL BOARD AGREED 70 THE BUILDING BEING USED FOR
THIS PURPOSE. THIS, HOWEVER i5 THE ONLY BUILUiWG IN THIS AREA SUITABLE
FOR SUCH AN OCCASION.
THE FOURTH WARD COULD BE DIVIDED BY THE EgST-WEST C lr C RAILROAB
TRACK. THE VOTERS TO THE NORTH WOULD STILL USE VENABLE SCHOOL. ON
THE SOUTH SIDE A VOTING PLACE MIGHT BE PLACED AT THE ALUMNI HALL ON
EMMETT STREET. MR. MRC LUCKS ALUMNI SECRETARY HAS ADVISED US THAT
THIS l~11GHT BE WORKED OUT, HONEVER~ HIS BOARD WOULD HAVE TO PASS ON
THE MATTER. AS WE VIEW THE SITUATION THIS IS THE ONLY POSSIBLE
PERMANENT VOTING PLACE IN THIS AREA.
IF THIS SOLUTION IS USED IT WILL TAKE CARE OF THE PRESENT PROBLEM
HOWEVER ANY MATERIALS FUTURE GROWTH MILL AGAItJ PRESENT THE SAME PROBLEM.
i~2• A SPECIAL ACT APPLICABLE TO THE ,'ITY COULD BE ADOPTED BY THE
GENERAL ASSEMBLY WHICH WOULD EXCLUDE US FROM THE PROVISION LIMITING
THE NUMBER OF VOTERS tN EACH PRECINCT TU 1501. AND ALSO LIMITING THE
NUMBER OF ELECTION OFFICIALS WHICN CAN BE APPOINTED TO WORK AT EACH
PRECINCT. A SUCH ACT WOULD ENABLE US TO KEEP THE SAME VOTING PLACES
WE NON NAVE A61D WOULD ENABLE US TO OPERATE TWO OR MORE VOTING DESKS
IN EACH OF THE LARGER WAROS~ AND THE NUMBER OF OFFICIALS NEEDED WOULD
-- -~~~ ~~+ .'.•t ra~Ct~nCt/nA1 nC TYC FI C('T/~~AI ~n~WA_
