34 <br />AN ORDINANCE ENTITLED "AN ORDINANCE AUTHORIZING THE ISSUANCE OF 80NDS <br />OF THE CITY OF CHARLOTTESVILLE IN THE SUM OF ONE MILLION TWO HUNDRED THOUSAND <br />DOLLARS ($1,200,000.00) FOR THE PURPOSE OF ADDITIONS AND IMPROVEMENTS TO SCHOOL <br />BUILDINGS BELONGING TO SAID CITY", WHICH WAS OFFERED AT THE REGULAR MEETING OF <br />THE COUNCIL HELD ON MAY 2O, 1957 WAS AGAIN PRESENTED AND READ, AND ON MOTION <br />ORDINANCE ADOPTED RE: <br />ISSUANCE OF SCHOOL BONDS BY MR. MICHIE, SECONDED BY MR. WEINBERG, THE ORDINANCE WAS AMENDED BY <br />UNANIMOUS VOTE SO AS TO CHANGE THE GATE OF 7HE ELECTION FROM JULY 9, 1957 <br />TO JULY 16, 1957 AND THE DATE OF THE BONDS FROM FEBRUARY 1, 1958 TO <br />OCTOBER 1, 1957. THE ORDINANCE WAS THEN AGAIN READ WITH SUCH AMENDMENTS, AND <br />ADOPTED BY THE FOLLOWING RECORDED VOTE: AYES: MR. COLEMAN, MR. DAVIS, MR. <br />MICHIE, MR. SCRIBNER AND MR. WEINBERG. NOES: NONE. <br />THE CITY MANAGER STATED THAT HE HAD NOT BEEN ABLE TO LOCATE THE HEIRS <br />OF BEN DORSEY, DECEASED, WHO OWNED THE PROPERTY ON THE SOUTH SIDE OF MECHUMS <br />RIVER, CONSISTING OF APPROXIMATELY 1.20 ACRES AS SHOWN ON PLAT OF THE CITY <br />ENGINEERING DEPARTMENT DATED MAY 2O, 1957, WHICH WILL BE NEEDED BY THE CITY <br />MATTER RE: LAND AT <br />MECHUMS RIVER - FOR THE CONSTRUCTION OF A SMALL DAM AND PUMPING STATION. ON MOTION BY <br />BEN DORSEY HEIRS <br />MR. MICHIE, SECONDED BY MR. COLEMAN, IT WAS UNANIMOUSLY RESOLVED THAT IN VIEW <br />OF THE FACT THAT TH£ OWNERS OF SUCH PROPERTY ARE UNKNOWN AND CANNOT WITH <br />REASONABLE DILIGENCE BE FOUND WITHIN THE STATE, THE CITY ATTORNEY BE AND HE IS <br />HEREBY AUTHORIZED AND DIRECTED TO ACQUIRE TITLE TO SUCH LAND 8Y EMINENT DOMAIN <br />PROCEEDINGS. <br />UNANIMOUS CONSENT WAS GIVEN TO CONSIDER THE APPOINTMENT OF A COMMITTEE <br />TO STUDY THE ADVISABILITY OF ADMITTING CHILDREN FROM OUTSIDE 7HE CITY LIMITS <br />TO THE CITY SCHOOLS. <br />MATTER RE: OU7SIDE CITY MR. ELLIS AND M12. GOODMAN FROM THE SCHOOL BOARD ADVISED THE COUNCIL THAT <br />CHILDREN TO CITY SCHOOLS <br />A COMMITTEE FROM THEIR BOARD HAD BEEN APPOINTED TO RE-STUDY THE MATTER OF AD- <br />MITTING OUTSIDE CHILDREN TO THE CITY SCHOOLS, AND SUGGESTED THAT THE COUNCIL <br />APPOINT A COMMITTEE TO WORK WITH THEM ON THIS MATTER. A MOTION BY MR. SCRIBNER, <br />SECONDED BY MR. COLEMAN THAT A SUCH COMMITTEE BE APPOINTED BY THE MAYOR WAS <br />UNANIMOUSLY ADOPTED. THE MAYOR APPOINTED MR. SCRIBNER, MR. BATTLE AND MR. WEINBERG. <br />ABSENT: NONE. <br />THE MINUTES OF THE MEETINGS OF MAY 2O, 1957 AND MAY 27,1957 WERE READ <br />ANb APPROVED. <br />A PUBLIC HEARING ON THE MOTION OF THE COUNCIL TO AMEND AND RE-ENACT <br />PUBLIC HEARING' RE- SUBSECTION 3 OF SECTION 5, SUBSECTION 5 OF SECTION 6, SUBSECTION 7 OF SECTION 7, <br />CHANGES IN SECTIONS 5, 6, 8c 7 <br />AND ADDITION OF SUBSEC. 8 AND THE ADDITION OF SUBSECTION S OF SECTION 7 OF CHAPTER 33 OF THE CITY CODE, ALL <br />OF CHAPTER 33 <br />RELATING TO SIGNS, WAS HELD ON THIS DATE PURSUANT 70 NOTICE DULY PUBLISHED. <br />A COMMUNICATION FROM THE PLANNING COMMISSION RECOMMENDING THESE CHANGES WAS <br />PRESENTED. <br />
