;58 <br />COUNCIL CHAMBER - DECEMBER 2, 1957 <br />THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS <br />PRESENT: MR. COLEMAN, MR. MICHIE, MR. SCRIBNER AND MR. WEINBERG. ABSENT: MR. DAV{S. <br />THE MINUTES OF THE MEETING OF NOVEMBER 18, 1957 WERE READ AND APPROVED. <br />A COMMUNICATION WAS PRESENTED FROM MR. R. A. SAUNDERS AND MR. E. L. KNIGHT <br />REQUESTING THAT THE REMAINING PORTION OF NORTH AVENUE BE ACCEPTED INTO THE CITY STREET <br />SYSTEM FOR MAINTENANCE. THE STREET COMMITTEE REPORTED THAT NORTH AVENUE HAD BEEN <br />REMAINING PORTION <br />OF NORTH AVENUE CONSTRUCTED ACCORDING TO CITY SPECIFICATIONS AND RECOMMENDED THAT IT BE ACCEPTED INTO <br />ACCEP7E0 INTO CITY <br />STREET SYSTEM THE CITY STREET SYSTEM. ON MOTION BY MR. SCRIBNER, SECONDED BY MR. COLEMAN, THE <br />FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br />THE CITY MANAGER REPORTED THAT THE DEVELOPERS OF THE WOODHAYVEN SUBDIVISION WERE <br />VERY ANXIOUS TO HAVE THE UTILITIES INSTALLED IN THEIR SUBDIVISION AND RECOMMENDED THAT <br />MATTER RE' UTILITIES THEIR REQUEST FOR UTILITIES BE APPROVED, PROVIDED, IT IS APPROVED BY THE PLANNING <br />IN WOODHAYVEN SUB. <br />COMMISSION AT 'THEIR NEXT MEETING. ON MOTION BY MR. WEINBERG? SECONDED BY MR. COLEMAN <br />THE FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br />THE LIBRARY COMMITTEE REPORTED THAT THEY HAD CONSIDERED THE REQUEST OF THE LIBRARY <br />LIBRARY COMMITTEE BOARD REGARDING THE INCREASE IN FEDERAL ALLOTMENT ANO RECOMMENDED THAT THE APPROPRIATION <br />RECOMMENDS APPROPRIATION <br />TO MATCH FEDERAL BE MADE. ON MOTION BY MR, SCRIBNER, SECONDED BY MR. WEINBERG, THE FOLLOWING RESOLUTION <br />ALLOTMENT. <br />WAS OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION: <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />APPROPRIATION RESOLUTION <br />CARRIED OVER RE: LIBRARY THAT X5,410.00 BE AND THE SAME IS HEREBY APPROPRIATED IN ACCORDANCE <br />FUNDS <br />WITH THE FOREGOING RECOMMENDATION. <br />A RESOLUTION OF THE SPOTSYLVANIA COUNTY BOARD OF SUPERVISORS WAS PRESENTED <br />RESOLUTION PRESENTED RED FAVORING A STATE SALES TAX AND URGING EACH LOCAL GOVERNING 80DY TO URGE THE <br />STATE SALES TAX <br />PASSAGE OF SUCH A TAX BY THE GENERAL ASSEMBLY. ON MOTION BY MR. SCRIBNER, SECONDED <br />BY MR. WEINBERG, THE MATTER WAS TAKEN UNDER ADVISEMENT. <br />AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING AND RE-ENACTING SECTION 173 OF <br />ORDINANCE CARRIED ovER CHAPTER 2 OF THE CODE OF THE CITY OF CHARLOTTESVILLE OF 1945 ENTITLED 'BONDS OF <br />RE: CH. 2, SEC. 173 <br />CITY EMPLOYEES' '~, WAS OFFERED BY MR. WEINBERG, SECONDED BY MR. SCRIBNER, AND <br />CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br />THE CITY MANAGER ADVISED THE COUNCIL THAT THE WATER CONTROL BOARD HAD MADE A <br />MATTER RE.: GRANT TENTATIVE GRANT OF 212,254.00 TOWARDS THE COST OF CONSTRUCTION OF THE MOORES <br />FOR MOORES CREEK <br />DISPOSAL PLANT. CREEK DISPOSAL PLANT. MR, BOWEN STATED THAT THE PRELIMINARY PLANS AND COST ESTIMATES <br />WOULD 8E READY IN THE NEAR FUTURE AND SUGGESTED THAT THE CITY ATTORNEY PREPARE AN <br />ORDINANCE CALLING AN ELECTION ON A BOND ISSUE FOR THIS PROJECT. <br />ON MOTION BY MR. SCRIBNER, SECONDED BY MR. WEINBERG, THE CITY ATTORNEY WAS REQUESTED <br />TO PREPARE AN ORDINANCE IN ACCORDANCE WITH THE FOREGOING RECOMMENDATION. <br />ON MOTION BY MR. COLEMAN, SECONDED BY MR. SCRIBNER, THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED: <br />APPROPRIATION: INCREASE <br />FOR PUBLIC REST ROOMS BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT <br />70.00 BE AND THE SAME IS HEREBY APPROPRIATED TO INCREASE THE CITY'S <br />CONTRIBUTION BY $IO.OO PER MONTH FOR THE COST OF OPERATING THE PUBLIC <br />REST ROOMS, PROVIDED, THE RETAIL MERCHANTS ASSOCIATION AND ALBEMARLE <br />COUNTY EACH PROVIDE A LIKE AMOUNT. <br />ON MOTION THE MEETING ADJOURNED. <br />'~.
