334 <br />BE IT FURTHER RESOLVED THAT THE CITY MANAGER BE AND HE IS <br />HEREBY INSTRUCTED TO TESTIFY ON BEHALF OF THIS BODY AND THE RESIDENTS <br />OF THE CITY OF CHARLOTTESVILLE AND TO LEND ASSISTANCE TO ALL OTHER <br />INTERESTED PARTIES IN OPPOSING REDUCTION OF SERVICE TO THE <br />CHARLOTTESVILLE-ALBEMARLE AIRPORT BY PIEDMONT AIRLINES. <br />MR. SCRIBNER STATED THAT IT HAD COME TO HIS ATTENTION THAT SENATOR E. O. <br />MCCUE, JR. HAD INTRODUCED A LOCAL BILL IN THE STATE SENATE WHICH WOULD REQUIRE <br />A REFERENDUM IN ANY WARD OF THIS CITY BEFORE PUBLIC HOUSING UNITS COULD BE <br />BUILT IN THAT WARD. HE FURTHER STATED THAT THIS BILL HAD NOT BEEN DISCUSSED <br />MATTER RE: PUBLIC HOUSING WITH THE COUNCIL PRIOR TO ITS OFFERING IN RICHMOND, AND THAT SINCE THE MATTER <br />REFERENDUM BILL <br />IS HIGHLY CONTROVERSIAL HE FELT IT SHOULD NOT BE CONSIDERED BY THE LEGISLATURE <br />UNTIL INTERESTED CITIZENS OF THiS CITY HAD AN OPPORTUNITY TO EXPRESS THEIR VIEWS <br />ON THE MATTER. <br />ON MOTION BY MR. SCRIBNER, SECONDED BY MR. WEINBERG, THE FOLLOWING <br />RESOLUTION WAS UNANIMOUSLY ADOPTED: <br />RESOLVED, THAT THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />REQUEST DELEGATE WILLIAM R. HILL TO ARRANGE FOR THE CITY COUNCIL <br />AND OTHER INTERESTED CITIZENS OF CHARLOTTESVILLE TO APPEAR BEFORE <br />RESOLUTION RE: OPPOSITION <br />TO PUBLIC HOUSING REFERENDUM THE APPROPRIATE COMMITTEES OF THE HOUSE AND SENATE TO PRESENT <br />BILL. <br />THEIR VIEWS ON THE PROPOSED PUBLIC HOUSING REFERENDUM BILL BEFORE ANY <br />ACTION IS TAKEN ON THIS BILL, AND <br />t <br />BE IT FURTHER RESOLVED THAT DELEGATE WILLIAM R. HILL BE <br />REQUESTED TO VOTE AGAINST THE PROPOSED PUBLIC HOUSING REFERENDUM <br />BILL AND TO USE ALL POSSIBLE INFLUENCE IN SEEKING ITS DEFEAT. <br />A COMMUNICATION FROM THE DEPARTMENT OF WELFARE AND INSTITUTIONS RELATIVE <br />COMM. ORDERED FILED RE: <br />JAIL AND LOCKUPS TO THE CONDITION OF THE JAIL AND LOCKUPS WAS PRESENTED AND ORDERED FILED WITH <br />THE MINUTES OF THIS MEETING. <br />WELFARE REPORT PRESENTED <br />THE WELFARE REPORT FOR THE MONTH OF MARCH, 1959 WAS PRESENTED AND ORDERED <br />FILED WITH THE MINUTES OF THIS MEETING. <br />ON MOTION THE MEETING ADJOURNED. <br />LERK RESID <br />PURSUANT TO THE FOLLOWING CALL: <br />MR.
