3'7; <br />COUNCIL CHAMBER - NOVEMBER 16, 1959 <br />THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS <br />PRESENT: MR. COLEMAN, MR. DAM S, MR. MICHIE, MR. SCRIBNER ANO MR. WEINBERG. <br />ABSENT: NONE. <br />THE MINUTES OF THE MEETING OF NOVEMBER Z, 1959 WERE READ AND APPROVED. <br />A PUBLIC HEARING WAS HELD ON THIS DATE ON A PROPOSED AMENDMENT TO THE ZONING <br />ORDINANCE. NO ONE APPEARED FOR OR AGAINST THIS AMENDMENT. AN ORDINANCE ENTITLED <br />"AN ORDINANCE AMENDING AND REENACTING SECTION 33-7.3 OF THE ZONING ORDINANCE OF <br />ORDINANCE ADOPTED RE: <br />SEC. 33-?.3 of ZONING THE CHARLOTTESVILLE CITY CODE OF 1945 BEING PART OF ARTICLE III ENTITLED 'DISTRICTS <br />ORDINANCE <br />AND BOUNDARIES THEREOF' ", WHICH WAS OFFERED AT THE MEETING OF THE COUNCIL ON <br />OCTOBER 19, 1959 WAS AGAIN READ AND ADOPTED BY THE FOLLOWING RECORDED VOTE: <br />AYES: MR. COLEMAN, MR. DAMS, MR. MICHIE, MR. SCRIBNER ANO MR. WEINBERG. <br />NOES: NONE. <br />MR. R. H. PERRY ADDRESSED THE COUNCIL AND PRESENTED THE FOLLOWING <br />COMMUNICATION: <br />NOVEMBER 16, 1959 <br />T0: THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />GENTLEMEN: <br />THE BOARD OF DIRECTORS OF THE CHARLOTTESVILLE AND ALBEMARLE COUNTY <br />COMMUNICATION RE: CHAMBER OF COMMERCE, UPON RECOMMENDATION OF ITS PARKING AND TRAFFIC <br />RECOMMENDATION FROM COMMITTEE, TO WHICH THE QUESTION OF THE DEVELOPMENT OF A PEDESTRIAN <br />CHAMBER OF COMMERCE - MALL IN THE BUSINESS DISTRICT OF THE CITY WAS REFERRED, HAS APPROVED <br />PARKING AND TRAFFIC IN GENERAL TERMS THE IDEA OF A MALL IN SOME PORTION OR ALL OF MAIN <br />COMMITTEE STREET, PROVIDING THAT THE DEVELOPMENT OF SUCH AREA WOULD IN NO WAY <br />INCREASE THE PRESENT PARKING AND TRAFFIC PROBLEMS. <br />THE CHAMBER OF COMMERCE BOARD OF DIRECTORS REALIZES THAT THE ESTABLISH- <br />MENT OF MALLS OR PARKWAYS IN BUSINESS AREAS IS NEW AND UNTRIED ANO IS <br />OF THE OPINION THAT A THOROUGH STUDY SHOULD BE MADE OF THIS PROJECT AND <br />THAT IT IS A QUESTION FOR THE FUTURE AND NOT ONE THAT CAN BE IMMEDIATELY <br />DECIDED. ADDITIONAL PARKING TO COMPENSATE FOR THAT WHICH WILL BE RE- <br />MOVED FROM MAIN STREET, THE REARRANGEMENT OF TRAFFIC ON PARALLEL STREETS <br />AND THE EXTENSION OF PARALLEL STREETS ARE ALL FACTORS BELIEVED BY THE <br />CHAMBER BOARD TO BE OF THE UTMOST IMPORTANCE TO THIS STUDY. THE OPINION <br />OF BUSINESSMEN IN THE AREA AFFECTED SHOULD BE SOUGHT AND Will UNDOUBTEDLY <br />HAVE GREAT INFLUENCE UPON ANY DECISION THAT MIGHT BE MADE. <br />IN VIEW OF THE WIDESPREAD INTEREST IN THIS MATTER, THE CHAMBER OF COMMERCE <br />BOARD OF DIRECTORS RESPECTFULLY REQUESTS COUNCIL, THROUGH THE PROPER <br />DEPARTMENT OF THE CITY GOVERNMENT, TO UNDERTAKE A STUDY OF A MALL FOR <br />MAIN STREET AND IT IS SUGGESTED THAT IN MAKING THIS STUDY, THE EXPERIENCE <br />OF OTHER CITIES WHICH HAVE INSTALLED SIMILAR PROJECTS BE CAREFULLY CON- <br />SIDERED. <br />RESPECTFULLY SUBMITTED, <br />CHAMBER OF COMMERCE <br />BOARD OF DIRECTORS <br />BY: RANDOLPH H. DAMS THAT THE MAYOR REQUEST THE <br />PLANNING COMMISSION TO SELECT A KEY COMMITTEE FROM ITS MEMBERS TO WORK WITH A <br />REQUEST FOR COMMITTEE <br />FROM PLANNING COMMISSION CHAMBER OF COMMERCE COMMITTEE TO STUDY THIS MATTER AND REPORT ITS FINDINGS TO <br />TO STUDY AND REPORT <br />THE PLANNING COMMISSION AND COUNCIL, WAS UNANIMOUSLY ADOPTED. <br />ON MOTION BY MR. WEINBERG, SECONDED BY MR. SCRIBNER, THE MAYOR WAS AUTHORIZED <br />MAYOR AUTHOR12E0 TO TO EXECUTE A CONTRACT WITH THE VIRGINIA TELEPHONE ANO TELEGRAPH COMPANY FOR A <br />EXECUTE CONTRACT <br />RE: TELEPHONE RIGHT-OF- TELEPHONE LINE RIGHT-OF-WAY TO THE AIRPORT. <br />WAY <br />ON MOTION BY MR. COLEMAN, SECONDED BY MR. WEINBERG, THE FOLLOWING RESOLUTION <br />WAS UNANIMOUSLY ADOPTED: <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />APPROPRIATION - <br />BOARDING STRAY DOGS THAT $HOO.OO, OR AS MUCH THEREOF AS MAY BE NECESSARY, BE AND THE <br />BY S. P. C. A. <br />SAME IS HEREBY APPROPRIATED FOR BOARDING OF STRAY DOGS BY THE S.P.C.A. <br />ON MOTION BY MR. DAM S, SECONDED BY MR. SCRIBNER, THE FOLLOWING RESOLUTION <br />
