MOUNT STATED THAT IT WA5 HIS UNDERSTANDING THAT THE JUDGE OF MUNICIPAL COURT <br />MATTER RE: FINES PAID <br />IN ADVANCE - COMMITTEE ALLOWS FINES TO BE PAID IN ADVANCE FOR CERTAIN VIOLATIONS OF THE LAW WITHOUT REQUIRING <br />APPOINTED TO STUDY <br />THE VIOLATORS TO APPEAR IN COURT, AND REQUESTED THE MAYOR TO APPOINT A COMMITTEE TO <br />CONFER WITH JUDGE SPITZER ABOUT THIS PRACTICE. THE MAYOR APPOINTED MR.
