3 <br /> Mr. Mark Kavit, 400 Altamont Street, said he is concerned that the diversity of <br />City Market vendors may change with the new regulations. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Taliaferro said he had previously expressed concern about the impact of <br />eliminating some of the bus routes, and the City Manager is looking at the matter. <br /> <br /> Mr. O’Connell said that staff is revisiting elimination of the bus route in Johnson <br />Village and Rt. 6 to see who is being impacted. He said another option is to use a link <br />service and that is being explored as well. He said reinstating these routes would have <br />financial implications. <br /> <br /> Mr. Taliaferro assured Ms. Reynolds that the matter will be looked at. <br /> <br /> Mr. Lynch said we could use the ITS system to proactively improve bus response <br />time. He noted that these routes were eliminated in order to improve response times and <br />because of the low number of people in these neighborhoods who used the bus. Mr. <br />Lynch said that while he agrees that some of the City Market regulations could be <br />streamlined, he thinks the clause saying that vendors should abide by state and federal <br />laws is appropriate. He said if vendors disagree with this then he thinks they should <br />become private. He said it is the City’s responsibility to see that state and federal <br />regulations are followed. He said it is a question of protecting consumers. <br /> <br /> Mr. Lynch said she agrees with Mr. Lynch about using ITS more proactively. <br />She said we need to move quickly on a short-term solution on Anderson Street. She <br />suggested doing the link service in the short-term. She said a meeting is scheduled on <br />Thursday between two Councilors and the City Market vendors who have filed a <br />grievance. She said she is actively soliciting opinions from other vendors, and has heard <br />that some are in favor and some say they do not bother them. She said we have a <br />responsibility to keep the Market special. <br /> <br /> Mr. Norris thanked Mr. Long for his comments and said he agrees that we need to <br />do a better job dealing with addiction problems and steering people away from the <br />criminal justice system. He thanked Ms. Manno for pointing out language in the Fifeville <br />historic application that links that with local designation. He said it is clear that Council <br />does not consider it a link and suggested striking the language. <br /> <br /> Dr. Brown noted that buses go to Southwood because the County is paying for the <br />service. Dr. Brown said the City Market regulations only include language that vendors <br />must follow state law. He agreed they should be as less intrusive as possible, but said the <br />safety of the public must be assured. He said he will not support a conservation district <br />unless Fifeville residents support it. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. O’Connell deferred the appropriation of pupil transportation revenue. <br /> <br /> Ms. Hamilton removed the Special Permit for 1707 Jefferson Park Avenue from <br />the consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, <br />Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Mr. Norris asked that the Jefferson Park Avenue Special Use Permit be moved up <br />on the agenda due to the number of people in the audience interested in that item, and <br />Councilors agreed. <br /> <br />a.
