13 <br /> <br /> Mr. Taliaferro asked how cars will turn around if the street is made one way, and <br />Ms. Tucker said at the self storage business. <br /> <br /> Dr. Brown said we should continue to keep an eye on the situation, and asked for <br />a report back from staff on the sidewalk. <br /> <br /> Ms. Hamilton said she would like a report on sidewalks south of the bridge. <br /> <br />REPORT <br />: GUIDELINES FOR PUBLIC COMMENT <br /> <br /> Dr. Brown said that he brought up the issue about changing the policy for public <br />comment when a public hearing has been held. He said staff looked at the issue and have <br />made a good case for leaving the policy the way it is. <br /> <br /> Mr. Lynch noted that Charlottesville appears to be unique in having joint public <br />hearing with the Planning Commission, and said by doing that it makes it more expedient <br />for developers. <br /> <br /> Ms. Jeanne Cox, Clerk of Council, noted that when the policy was begun many <br />years ago the intention was to make it easier for the public since they would only have to <br />attend one public hearing. <br /> <br /> Ms. Hamilton said that having Councilors at the Planning Commission has a <br />major impact on Council’s relationship with the Planning Commission. <br /> <br /> Mr. Taliaferro said he would like to see people be able to speak beyond 7:35 <br />during matters by the public. <br /> <br /> Dr. Brown said the flip side of that is that people who are here for agenda items <br />have to wait. <br /> <br /> Mr. Norris said it is important to recognize that public comment to Council is still <br />allowed in other ways. He said Council meetings would be much longer if we allow <br />additional public comment on items that have had public hearings. He said he thinks it <br />would be important to give the public an opportunity to comment when there has been a <br />substantive change. <br /> <br /> Dr. Brown said that a Councilor could suggest that a second public hearing be <br />held. <br /> <br /> It was the consensus of Council to maintain the current public comment policy <br />not to allow comments during matters by the public when a public hearing has been held <br />or is scheduled to be held. <br /> <br /> Mr. Lynch asked what the threshold would be for requesting a second public <br />hearing, and Dr. Brown said it could be done by Councilor request, and Councilors <br />agreed. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />RESOLUTION <br />: AUTHORIZING REVENUE SHARING GRANT FOR SIDEWALKS <br /> <br /> Ms. Tucker said that the original revenue sharing application deadline was <br />December, 2006 and Council approved a resolution for funding for the Route 250 <br />Bypass. She said staff was recently told that next year’s money is being pooled with this <br />year’s funds and there is a May 25 deadline for submission of applications. She <br />suggested that Council approve a secondary application for sidewalk funding. She said <br />no locality will be awarded more than $1 million. She said if the Rt. 250 project will not <br />work, we can use the funds on sidewalks. <br /> <br />
