9 <br /> Ms. Hamilton said the discussion has helped her understand the long term needs <br />of the building. She said we need to figure out how the building makes it over the next <br />50 years. She said we should find out what McGuffey’s long term desire is, and talk <br />about it more at a work session. <br /> <br /> Ms. Hamilton made a motion to defer the lease until after a work session is held, <br />and Mr. Norris seconded the motion. <br /> <br /> Mr. O’Connell said that a final lease is needed by June 30. <br /> <br /> Dr. Brown said we could approve a shorter lease. He said he is uncomfortable <br />charging a higher rent without public notice. He said he thinks the proposed lease is a <br />step in a good direction. He said McGuffey cannot come up with a long term plan in a <br />month. He suggested a three-year lease and having ongoing discussions with McGuffey. <br /> <br /> Ms. Mueller noted that the proposed lease is a one-year lease with four renewals. <br /> <br /> Mr. Lynch suggested striking “no more than 3% a year.” He said he raised the <br />ownership issue four years ago. <br /> <br /> Dr. Brown said there is some value to the City supporting the arts. He said <br />McGuffey has brought a lot of benefit to downtown. He said he would favor proceeding <br />cautiously with changes. <br /> <br /> Ms. Hamilton said we may be looking at a point where what is good for <br />McGuffey artists and the building may not be the same thing. <br /> <br /> Mr. Lynch said the City is paying $100,000 a year to keep the building up. <br /> <br /> Mr. Brown said that the proposed lease of five years can be changed to less years. <br /> <br /> Mr. O’Connell suggested a one-year lease with direction for the future out of a <br />work session. <br /> <br /> Ms. Hamilton and Mr. Norris withdrew their motion to defer. <br /> <br /> Mr. Lynch made a motion to approve the lease striking the last two sentences in <br />paragraph two , changing 2012 to 2008, and changing the term from five to one year, and <br />Mr. Taliaferro seconded the motion. <br /> <br /> Mr. Lynch made a motion to amend the base rent to $33,000 which would be 75 <br />cents a square foot. <br /> <br /> Mr. Lynch’s motion to amend died for lack of a second. <br /> <br /> The resolution approving the one–year McGuffey lease was approved by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Norris, Mr. Taliaferro. Noes: Mr. <br />Lynch. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the City Manager, or his designee, to sign the following <br />document, in form approved by the City Attorney: <br /> <br />Lease Agreement between the City of Charlottesville (“City”) and the McGuffey <br />Arts Association, Inc., dated May 1, 2007, for the lease of property at 201 2nd <br />Street, N.W. (McGuffey Arts Center). <br /> <br />PUBLIC HEARING/RESOLUTION <br />: LEASE OF CAFÉ SPACE IN TRANSIT <br />CENTER <br /> <br /> Mr. Aubrey Watts, Director of Economic Development, said that the lease terms <br />for the café space are the same conditions as for the previous tenants, and is proposed for <br /> <br />
